New Uses for Archived Data Cathy McGhee, PE Senior Research Scientist Brian L. Smith, Ph.D. Associate Professor ITS America Annual Meeting May 2, 2005

2 2005 ITS America Annual Meeting Presentation Overview What is operations data? Putting operations data to use ADMS Virginia Benefits of ADMS Virginia Future Challenges

3 2005 ITS America Annual Meeting Operations Data Wide variety of data collected to support “real-time” operations Data includes: Volume Speed Occupancy Travel Time Incident Descriptions Signal Control Parameters This data is changing …

4 2005 ITS America Annual Meeting Using Operations Data Data has a defined, and limited, role to support real-time operations Traditionally, data has not been used further once this role is fulfilled However, recent experience illustrates that this data may be more valuable in an archival role

5 2005 ITS America Annual Meeting Smart Travel Laboratory Joint facility of UVA Center for Transportation Studies and VDOT Official intelligent transportation systems (ITS) archive for VDOT Distinguishing characteristic: Operations data streams from all major facilities in Virginia 11 million rows of day every day

6 2005 ITS America Annual Meeting ADMS – Gateway to the Data Virginia’s Archived Data Management System (ADMS) is a web-application that provides access to the data and analysis tools Developed by $1M FHWA grant Production system currently being established at VDOT’s Information Technology Applications Division

7 2005 ITS America Annual Meeting Planning for Operations Virginia ADMS provides a tool to be used to optimize our incident response plans. Stephany Hanshaw, VDOT

8 2005 ITS America Annual Meeting FIRT Reduction Impacts

9 2005 ITS America Annual Meeting FIRT Impacts

10 2005 ITS America Annual Meeting Emergency Planning & Operations Our goals for the city’s signal control system include developing timing plans for both planned and unplanned traffic events … Having a library of real data from VDOT and other localities at our fingertips is invaluable in developing plans for special events. John Yorks, City of Hampton

11 2005 ITS America Annual Meeting Hurricane Isabel

12 2005 ITS America Annual Meeting Regional Planning As a regional planning agency, we constantly are in need of many types of traffic data on a regional level. The Hampton Roads MPO staffs use speed, volume and incident data from Virginia ADMS to calibrate the long range transportation planning/air quality model of the region. Camelia Ravanbakht, Principal Transportation Engineer of the Hampton Roads Planning District Commission

13 2005 ITS America Annual Meeting Environmental Analyses For the first time in Virginia, the ADMS system provides the customer with instant real-time and archived traffic data from several systems. This quick, easy to use, reliable data source not only greatly improves access to quality data, but also saves time and makes it easier to obtain real data in a usable format. Amy Costello, VDOT

14 2005 ITS America Annual Meeting Performance Measurement The immediate benefit provided by the ADMS has been internal transportation system performance analysis. This internal evaluation at the lowest level allows us to begin to determine the local benefit of ITS and traffic and congestion management strategies. ADMS gives me the tools I need to do this. Stephany Hanshaw, VDOT

15 2005 ITS America Annual Meeting Northern Virginia HOV  Northbound volumes significantly higher from 5 AM onward

16 2005 ITS America Annual Meeting Speed Index – Hampton Roads 2004

17 2005 ITS America Annual Meeting Speed Index – Regional Measurement

18 2005 ITS America Annual Meeting I-66 Eastbound – Afternoon Incident

19 2005 ITS America Annual Meeting Incident Impact

20 2005 ITS America Annual Meeting Future Challenges Changing data Moving away from point detectors to link measures Data quality Tools to support transportation professionals Linking ADMS tools back into operations
