20. WHY? Discovery? E? Local Holdings? Is this really a bad thing? If not should we be measuring something else?

21. ROTA The objective of the Rota is to balance the number of requests each library patron places with the number of loans the library ships.

22. ROTA The ideal load leveling mechanism for the Alliance ensures a one-to- one ratio and allows libraries to achieve a predictable workload.

23. ROTA- BAD ROTA For the first ten months Navigator, the Alliance libraries were divided into two separate groups and then were ranked within their group - then every week flipped in the order of preference.
