About the WG Name: ICTs Service Transactions and e-Applications. Mandate: To develop a model harmonized regional policy and regulatory framework and related strategies in order to spur the uptake and development of electronic transactions in East Africa. Terms of Reference i.To develop a harmonized regional policy and regulatory framework for e-transactions. i.To devise strategies for development and provision of ICT enabled services including e-government, e-learning, e-commerce, e-agriculture, e-health and others. ii.To develop strategies for promoting Research and Development and provision of innovative ICT services and applications. iii.To devise strategies for stimulation of demand and uptake of ICT enabled services and applications. iv. To coordinate and follow up the work of the relevant ITU Study Group(s) and facilitate the development of regional recommendations or contributions relating to the work of the ITU Study Group(s) or other relevant international and regional organizations.

Key Achievements Four (4) working meetings in two (2) years: Jan 2014 - (RW), May 2014 - (KE), Nov 2014 - (RW) & Mar/Apr 2015 - (TZA) Representation from all EAC Member States Realization of all the ToRs: o Developed a model regional policy and regulatory framework for e- transactions o Devised strategies for development and provision of ICT enabled services including e-government, e-learning, e-commerce, e-agriculture, e-health and others o Developed strategies for promoting Research & Development and provision of innovative ICT services and applications o Devised strategies for stimulation of demand and uptake of ICT enabled services and applications

Way Forward Working Group Report to the 21 st EACO Congress in June 2015 Develop an implementation roadmap for the recommendations in the Working Group Report Follow up on the EAC Sectoral Committee on Transport, Communications and Meteorology and relevant ITU Study Groups, among others. Encourage more participation, diverse representation and continuity.
