2 Reporting back from a very fruitful and constructive day of discussions ISPA: inter agency initiative to develop common tools to assess the performance of SP systems, programs and delivery systems in order to develop policy reform options ISPA will deliver on the “how to” for implementing SDGs ISPA tools are timely and important instruments to support the realization of SDGs by – Improving the design, management and implementation of SP benefits – Improving coordination (among development partners and national counterparts) – Strengthen national capacities – SDG SP indicators will be included as benchmarks in the assessment tables Introduction

4 Governance structure agreed consisting of – Executive group – ISPA decision making body Approve tools and supporting documents (communication and training materials) Resolve any issues brought to them for decision out of the working groups Provide guidance and approve workplans, work prioritization Decide on new tools – Coordination desks (joint Geneva/Washington) to support Tool development and revision Country piloting and applications Harmonization and exchange of experiences across tools Communication and training on ISPA tools Quality assurance – Working groups develop, pilot and revise tools ISPA Governance

5 Agencies who have expressed interest: – WB – ILO – UNICEF – Finland/EC – France – Germany Executive group – membership

6 PWP tool: V1 final – planning for V2 based on additional country application CODI: Final revision of guidance note, assessment tables, questionnaire and implementation guidelines and completion of pilots underway ID tool: pilots completed, substantial revisions to guidance note and development of assessment tables under way Payment systems: revisions on guidance note, questionnaire and assessment table and preparations of pilots underway sufficient resources to commit to the full development of the instrument by one agency NDPFT (PDT): work on V1 underway to prepare for piloting Update on ongoing tools

8 ISPA work shifting focus from tool development to roll-out (promotion and application of tools) Communication strategy to ensure clear communication about ISPA tools – Value-added for countries – Value-added for agencies / development partners Promotion and operationalization of ISPA tools supported through related communication and training materials tailored to different audiences – Website / online training – Printed material – Presentation at events – Branding Helpdesk to support country applications ISPA Operationalization

9 Each agency – Actively prioritizes the adoption and application of ISPA tools – Effectively communicates internally (regional and country offices) about the tools and how they relate to the agency’s programming, existing tools, project cycles etc. and – Ensures staff will be trained on ISPA tools ISPA Operationalization – Follow up for success
