2004 LIQUID FUELS QUALITY CONTROL IN BULGARIA

The liquid fuels quality requirements are established according to the provisions of: Directive 1999/32/EC Directive 2003/17/EC, amending Directive 98/70/EC Decision 2002/159/EC The liquid fuels quality control in Bulgaria is carried out in pursuance of: The Law on Ambient Clean Air, and The Ordinance on the liquid fuels quality requirements, and the conditions, procedure and methods of their control.

The tasks of DG “QCLF” are related to: Observing compliance with the quality requirements for the marketed liquid fuels Avoiding the sale and use of non-compliant fuels DG “QCLF” carries out quality control of liquid fuels, in particular of: Cars petrol Diesel fuel Heating fuels Ship fuels Heavy fuels

The control is carried out by: Checks at commercial and industrial premises and warehouses for loading and unloading, charging, transport, refueling and use of liquid fuels, where the tanks for liquid fuels are located Petrol depots Petrol stations Mobile means of transport of liquid fuels

Other DG “QCLF” tasks are: Development and maintenance of monitoring system for liquid fuels quality according to the requirements of EN 14274:2003 Processing of data obtained as a result of the inspections and preparation of the annual report on the quality of liquid fuels produced and imported on the territory of the Republic of Bulgaria

In Bulgaria the quality control of fuels is carried out by means of: Check of the Declaration of compliance with the requirements, elaborated by the producer/importer, and accompanying the fuel along the supply chain up to the finial user Taking samples of liquid fuels and testing in an accredited laboratory Establishment of compliance/non-compliance on the basis of the test results obtained and data processing according to EN ISO 4259 Undertaking actions against persons importing/producing, and using non-compliant liquid fuels.

In structural aspect, DG “QCLF” is organised in the following way: One department for testing of fuels, having an accredited laboratory, and Three regional departments for control, which are located all over the country. In the course of 2004, 412 sites were checked and 1012 samples were taken.
