3 Introduction - 1  This report presents 2008 results for the Rossmere neighbourhood area, and comparisons with data from Hartlepool Borough as a whole. National comparisons are included where available.  The household survey was first undertaken by Ipsos MORI Social Research Institute in 2004 on behalf of Hartlepool Partnership, Hartlepool NDC and Hartlepool Borough Council, and it was repeated again in 2006 and 2008.  2008 results are based on 81 interviews conducted face-to-face in home among residents aged 16+ between April-October 2008. 2004 and 2006 results are based on 84 and 87 interviews respectively.  Hartlepool Borough results are based on interviews conducted across all neighbourhood renewal areas and wider Hartlepool: 1,365 in 2004, 1,249 in 2006 and 1,371 in 2008.  The source for national comparisons are shown as footnotes. Note that many of these should be viewed as indicative, given slight differences in how questions are asked, differences in timing and fieldwork approaches.

4 Introduction - 2  Data are weighted to correct for multiple dwellings or households at addresses. Data based on individual responses are also weighted to reflect the number of adults aged 16+ in each household and by gender and age profiles for the Borough based on updated census information.  For questions based on all respondents, differences of 16 percentage points are required between the 2004, 2006 and 2008 figures for Rossmere to be sure they represent actual changes and are not due to chance. Similarly, when comparing the figures for Rossmere and Hartlepool Borough, differences of more than 11 percentage points are required to be sure they represent actual differences. 7 Satisfaction with area  Around nine-tenths (88%) of residents of Rossmere are very or fairly satisfied with their neighbourhood as a place to live. This level has remained relatively unchanged since 2004.  This figure is also in line with levels of satisfaction across Hartlepool Borough (86%), and nationally (85%).

9  A high level of people in Rossmere also rate their quality of life as fairly or very good (93%). This has also not changed significantly since 2004.  The figures for Hartlepool Borough and nationally are slightly, but not significantly, lower, at 89% and 88% respectively.

11  The highest priorities for improving quality of life for residents of Rossmere remain transport issues (identified by almost a third, 32%), and the environment (28%). Within the transport categories, the most common concerns are about parking provision, traffic and pavements/footpaths. Of environmental issues, parks and litter provoke the most concern.  The priorities for Rossmere residents have remained broadly similar since 2004. Concern over crime has risen by nine percentage points, to 21%, although this is not a significant change.  The ordering of priorities is largely similar between Rossmere and Hartlepool Borough.

14 In employment  Over half of Rossmere residents are in employment (56%). This has improved significantly from just 27% in 2006.  This neighbourhood is now in line with the levels of employment across Hartlepool Borough (51%).

16  Unemployment has remained low and fairly stable, at just 1% in 2008.  This is marginally lower than the figure for Hartlepool Borough as a whole.

18 Work status summary 2008  Over three-fifths of adult household members in Rossmere (61%) are economically active; the vast majority of these are in paid work (56% of all household members) and 4% are unemployed. Over a third of household members (38%) are economically inactive.  The figures for Rossmere are largely in line with Hartlepool Borough and nation-wide levels.

20  Around a quarter (23%) of Rossmere households have a weekly income of less than £200, and a quarter (24%) between £200 and £500. Only 6% of households earn £700 a week or more.  These levels of income are largely similar to levels across Hartlepool Borough. Nationally, however, households are slightly better off, with just 12% earning less than £200 a week, and 20% earning £700 or more each week.

22  6% of Rossmere households have weekly incomes of less than £100. This has declined slightly, from 10% in 2004.  This figure is similar to borough-wide level (9%), and consistent with the national level (3%).

25 Safety after dark  Two in five Rossmere residents (59%) say they feel very or fairly safe walking around after dark. This figure is significantly lower than in 2006 (76%), but similar to the 2004 level (62%).  A similar percentage of people across Hartlepool Borough feel safe in their areas (62%).  Nationally, however, the figure is slightly higher, at 69%.

27 Area getting safer  A large majority (71%) of Rossmere residents feel their area remained as safe in 2008 as it was three years before. One in seven people (14%) think that the area has got safer, and just 7% think it is less safe. There has been little change in feelings about the safety of the area since 2004.  Slightly fewer people in Hartlepool Borough feel that there has been no change in levels of safety (65%); slightly more feel their area has become less safe (14%). However, the patterns of feelings of security are broadly consistent between the neighbourhood and the whole borough.

29 Satisfaction with police  Over half (54%) of the residents of Rossmere are very or fairly satisfied with the service the police provide. This has declined slightly from 64% in 2006. However, there is no consistent trend over time.  Satisfaction is also fairly consistent with Hartlepool Borough as a whole, at 62%.

31 Serious problems 2008  Of the potential issues that residents were asked about, drug dealing and use was identified by one in ten (9%) as a serious problem in the area.  The proportion of Rossmere residents who describe drug dealing and use as a serious problem has declined slightly from 14% in 2004.  This follows a similar trend across the whole of Hartlepool Borough, and is in line with national figures.

35 Health over the last 12 months  Over half (55%) of Rossmere residents say that their health has been good in the last year.  This represents a significant increase in the last two years (from the 37% in 2006) and has lifted the neighbourhood to levels consistent with the Borough as a whole (49% in 2008).  Nationally, three-fifths (62%) of people describe their health as having been good.

37 Long standing limiting illness  One in five (22%) Rossmere residents suffer from a limiting long term illness. This has declined significantly from 38% in 2006.  The borough-wide figure is slightly higher, at 29%.  Rossmere is now on a par with the national level (19%).

39  Rossmere residents eat relatively healthily – over a third (36%) eat five portions of fruit and vegetables five or six times a week or every day. Another 42% eat five portions per day three or four times a week. 13% never eat five portions a day.  There has been a significant improvement in the proportion eating five portions of fruit and vegetables three or four times a week – up from 22% in 2004 to 42% in 2008. Consistent with this, the share who never eat healthily has declined from 28% to 13%.  The neighbourhood performs relatively well compared to Hartlepool Borough as a whole with residents more likely to eat five-a-day at least 3 or 4 times a week.

41 Smoking  Just 16% of Rossmere residents smoke in 2008; this represents a significant fall from 35% in 2006.  The rate across Hartlepool Borough is considerably higher, at three in ten.  The incidence of smoking in Rossmere is also slightly lower than the national average of 22%, although not significantly so.

43 Mental health issues  Over one-tenth (12%) of Rossmere residents report that a member of their household suffers from anxiety, problems with nerves, depression or stress. This is slightly lower than the borough-wide figure of 20%.  The incidence of other mental health problems, such as loneliness and alcohol/drug problems, is low and similar to levels in the borough as a whole.  Over four-fifths (83%) of Rossmere residents reported no mental health problems in their household. This is in line with the Hartlepool Borough figure.

46 Highest Qualifications – NVQ Level Equivalents  One-fifth (21%) of Rossmere working age residents do not have any qualifications. This proportion has fallen from 37% in 2004. It is also in line with the figure for Hartlepool Borough as a whole (20%). Nationally, the proportion is lower, at 13%.  Similar proportions of people have Level 2 or Level 3 qualifications in Rossmere, as across the borough. Achievement of Level 3 qualifications in Rossmere has risen significantly, from 10% in 2004 to 29% in 2008.  About a quarter (26%) of working age residents of Rossmere have Level 4+ qualifications, which is similar to their counterparts across the borough (23%) and nationally (29%).

48 Improving skills  More than four in five residents of Rossmere (82%) feel that they do not need to improve any of their skills. This is similar to levels in previous years, and marginally higher than the proportions across Hartlepool Borough and nationally (both 74%).  13% feel they need to improve their spelling; this is in line with the borough-wide and national figures.  The proportions feeling they need to improve their reading, writing or maths is slightly lower, at around 6%; this is generally in line with Hartlepool Borough and the nation as a whole.

51 Serious problems 2008  Over a quarter of Rossmere residents (27%) consider the speed or volume of traffic to be a serious problem in their area. This is slightly higher than the Hartlepool Borough, which is 20%.  16% feel that litter and rubbish is a serious problem; this is a little lower than the 20% who think this across the borough.  Concern about dogs causing nuisance or mess is also lower in Rossmere (9%) than in Hartlepool Borough (13%).

53 Speed/volume of traffic  The proportion of Rossmere residents describing the speed/volume of traffic as a serious problem has increased significantly from 10% in 2004 to 27% in 2008.  This figure is slightly higher than the figures for Hartlepool Borough (20%), and nationally (19%).

55 Litter/rubbish in the streets  The level of concern over litter or rubbish has fluctuated since 2004, but with no clear trend.  The figure for Rossmere (16%) lies between the borough-wide level (20%) and the national level (13%).

57 Dogs causing nuisance/mess  One in ten residents of Rossmere (9%) feel that dogs causing nuisance or mess is a serious problem in their area; this has remained stable since 2004.  The figure for Hartlepool Borough is marginally higher, at 13%.  The national level is similar to that in Rossmere, at 7%.

60  Nearly two-thirds (64%) of Rossmere residents are owner occupiers, and 30% are social renters. Only a very small proportion (6%) rent privately.  There has been little overall change within the neighbourhood since 2004, although the proportion of owner occupiers has increased slightly (from 59%).  The level of owner occupancy is lower in Hartlepool Borough as a whole, at just over half (51%). Both social and private renting are slightly higher in the borough.

65 Usage of local services  Over two-thirds of Rossmere residents (68%) use public parks and open spaces; the second most commonly used local service are libraries (49%). The proportions using these have not changed significantly since 2004.  A quarter (25%) use children’s play areas and 21% use sports clubs and facilities. However, 20% do not use any local services.  This pattern of usage is largely similar to Hartlepool Borough as a whole, although people from Rossmere are slightly more likely to use parks and open spaces.

69 Satisfaction with libraries  A large proportion of the users of libraries in Rossmere are very or fairly satisfied with their quality (86%). This is in line with the borough-wide figure.  There were insufficient numbers of users of the other services amongst the respondents to report their satisfaction levels.

72  Over one-third (38%) of Rossmere residents feel that there is a lot of community spirit in their area. However, this has declined significantly from 55% in 2006.  Feelings of community spirit are slightly higher across Hartlepool Borough, at 44%.

74 Feeling part of the community  Just under half (46%) of people in Rossmere feel that they are part of the local community. This is slightly lower than the proportion in 2006 (56%), but higher than in 2004 (36%).  Across Hartlepool Borough, slightly more people feel this way (52%); and more also nationally (59%).

This is slightly (but not significantly) lower than in 2006.  A slightly lower proportion of residents in Hartlepool Borough feel this way (55%).  The percentage nationally who agree that people from different backgrounds get on well in their area is higher, at 81%.

78 Influencing decisions  Just under a fifth of Rossmere residents (17%) feel that they can influence decisions affecting their area.  This level is lower than the figure for the whole of Hartlepool Borough (23%), but not significantly so. However, both Rossmere and Hartlepool Borough are significantly lower than the national figure (31%).  The feeling of being able to influence local decision making has declined amongst Rossmere residents since 2004 (by 13 percentage points); more so than at Borough-wide and national levels which have remained fairly constant.

90 Household composition  Over one third (35%) of Rossmere households are single person households; this is similar to the level across Hartlepool Borough (36%). More than a third of households consist of couples with no dependents (35%). This is also similar to the borough level, although a little higher than the national figure.  10% of households in Rossmere consist of single parents; again this is broadly consistent with both the borough as a whole, and the national level.  Overall, the pattern of household composition is broadly similar between Rossmere and Hartlepool Borough; within Rossmere, it has not changed substantially since 2004.

94 Length of residence in area  Two-thirds of Rossmere residents (41%) have lived in the area for more than 20 years; a further 28% have lived there for between 5 and 20 years. These figures are similar to those for Hartlepool Borough as a whole.  16% of Rossmere residents have moved to the area within the last three years; the Hartlepool Borough figure is 14%.

96 Key findings - 1  A fairly large proportion of residents of Rossmere have lived in the area for over 20 years, and a very large proportion are owner occupiers of their houses. Satisfaction with their accommodation, quality of life, and area generally, tend to be higher.  Most residents of Rossmere feel safe after dark, and most are satisfied with the service the police provides. This is consistent with feelings across the borough. The proportions describing issues such as drugs and gangs as serious problems in their area are a little lower than in Hartlepool Borough. The speed and volume of traffic is, however, commonly cited as a serious problem.  The majority of Rossmere residents are in paid work; this has risen in recent years. There are few differences in levels of unemployment and household income between the neighbourhood and Hartlepool Borough as a whole.

97 Key findings - 2  The patterns of achievement of qualifications are also fairly similar; indeed, Rossmere residents are more likely than their counterparts across Hartlepool to gain Level 3 or 4+ NVQs. The proportions of people feeling a need to improve skills are broadly similar.  Levels of eating five portions of fruit or vegetables a day are also similar between Rossmere and the borough, but smoking is considerably lower in this neighbourhood.
