Available Funding Provincial Investment Funding continued Municipalities must spend the money on new projects, rather than using provincial funds to replace already allocated municipal funding. –“We can’t say that we’re going to address a backlog of infrastructure if we simple substitute a new source of funding for the existing source.” Minister Renner, January 27, 2005

14 14 D. Available Funding Federal Investment Funding Alberta total received over 5 years: $476.9m Edmonton’s share (based on 2001 census): $106.8m Edmonton’s share in year 5 (2010): $42.7m

Available Funding Federal Investment Funding continued “Funds from the gas tax will be directed at environmentally sustainable municipal infrastructure, such as public transit, water and wastewater systems, community energy systems, solid waste management, rehabilitation of roads and bridges, and capacity building. These investments will help Canada’s cities and communities improve the quality of the environment, through reduced greenhouse gas emissions and cleaner air and water.” Minister Godfrey, February 1, 2005.

16 16 D. Total Potential Funding Total is $858 Million: –Provincial$752 million –Federal$106 million Life cycle, maintenance and operating costs will need to be addressed.

17 17 E. Key Projects Continued Provincial investment to complete Anthony Henday Drive NE & NW Light Rail Transit (LRT) 23 Ave / Gateway Interchange Bus Rapid Transit (BRT)

18 18 F. Recommendations for Investment Plan 1.That the priority for the federal infrastructure funding be LRT, subject to project eligibility. 2.That the first priority for provincial infrastructure funding be 23 Ave / Gateway Interchange and BRT, subject to project eligibility.

Recommendations for Investment Plan 3.That the second priority for provincial infrastructure funding, subject to project eligibility, be the projects in Attachment 2 under the following headings: –Support complementary investments –Address backlog –Accommodate economic growth. 4.That following the release of the federal and provincial budgets, when eligibility criteria are available, Administration return with a report on the implementation schedule no later than April 20, 2005.
