4 Program Narrative No significant changes overall Sustainability Plan Detailed programmatic breakdown of all funds required. Attach a worksheet/spreadsheet that lists any and all federal, state and local government funding received, as well as funds received through asset forfeitures.

5 Maximum Award Allocations Decrease in fund availability due to 36.5% cut in Byrne- JAG funding since 2010 alone – and a 56% cut since 2004 Maximum Allocation Table in Appendix Program budgets should reflect this funding constraint If two task force agencies combine and apply jointly, their maximum award is the sum of the available amount for the two separate agencies.

6 Maximum Allocation Formula Funding formula is based on 7 factors, carrying equal weight and approved by the CJCC Council for use in allocating JAG funds. 7 Factors: Population Served Drugs Seized Asset Forfeiture Personnel Economic Index Ranking Number of Counties Percent of Budget Derived from Asset Forfeiture

7 Formula Calculation Each DTF allotted a base allocation of $30K Each DTF ranked 1 – 18 based on each of the 7 factors, with 18 being the highest ranking Ranking for each factor became the number of points that task force received for that factor Example: West Metro DTF has a total of 24 counties served, ranking them 18 th, the highest rank among all DTFs, allotting the task force 18 points for the “number of counties served” category Haralson-Paulding DTF serves a total population of 171,104, ranking 16 th across all DTFs, allotting the task force 16 points for the “population served” category

8 Formula Calculation (cont.) After each DTF was ranked and awarded points for EACH of the 7 categories, a point total was given The final total number of points was then divided by the total number of possible points across all categories. This total became the DTF Competitive Allocation Percentage. The DTF Competitive Allocation Percentage is then multiplied by the Final Total Funds Available for Formula Allocation. Example: XYZ Task Force earns 120 points across the 7 factors 120 / 1197 = 0.100250627 0.100250627 = DTF Competitive Allocation Percentage 0.100250627 x $1,884,017 = $188,873.88 $188,873.88 + $30,000 Base Allocation = $218,873.88

9 Budget Detail and Narrative Personnel Only For this grant period, use of funding is restricted to personnel salary and fringe benefits costs. Vacant Positions Provide a plan and timeline to fill any vacant positions. The timeline should assume each proposed position will be filled and active no later than the grant period end date of June 30, 2013.

10 Budget Detail and Narrative Vacant Positions (cont.) Explain how long the position has been vacant, the reason for the vacancy and the steps previously taken to fill the position. Provide supporting documentation (e.g., job postings)

11 Reporting Performance Measurement Tool (PMT) PMT is due 10 th of the month following the end of the quarter Example: July 1 - September 30 th quarter report is due October 10 th Submit quarterly report using assigned User ID and Password and log into https://www.bjaperformancetools.org/ Annual Report due February 1, 2014

Official Personnel Action Forms (PAFs) from the home local government entity for all grant-funded personnel that support and verify the salary included in the budget detail worksheet Job Descriptions for all grant-funded personnel A detailed programmatic breakdown of all funds that support task force operations An Memoranda of Understanding (MOU)
