FIVE STAR HOTEL & INTERNATIONAL CONVENTION CENTRE
EXPRESSION OF INTEREST FOR DEVELOPMENT OF FIVE STAR HOTEL & INTERNATIONAL CONVENTION CENTRE IN CITY CENTER , SECTOR 62, MOHALI CITY. UNDER PUBLIC PRIVATE PARTNERSHIP (PPP) MODEL ON DESIGN – BUILD – OPERATE – TRANSFER (D.B.O.T.) BASIS PIDB GMADA GMADA Greater Mohali Area Development Authority (GMADA) intends to develop a Five Star Hotel cum International Convention Centre on Public Private Partnership (PPP) through Punjab Infrastructure Development Board (PIDB) . PIDB invites Expression of Interest (EoI) from International Five Star Hotel Chains or entities having collaboration with International Five Star Hotel Chain . The Land shall be provided on Long Term Lease Basis. IL&FS Infrastructure Development Corporation (IL&FS IDC) is the project development advisor to Government of Punjab. Mohali which is also known as S.A.S. Nagar, surrounds Chandigarh from three sides and forms part of Tricity Area (Chandigarh – Mohali– Panchkula with a Population of more than 2 Million). The City, 18th district of Punjab is undergoing through rapid Infrastructural, Commercial, Residential & Institutional Development . Following are the key existing Infrastructure Installations in Mohali: International Airport ( International Operations starting from October 2008). PCA Stadium – One of the Best International Cricket Stadium in India. Hub of IT Industry of Punjab . Offices of Eminent Corporate groups like Ranbaxy, Dell, Quark, Phillips, Airtel, Spice, Convergys, Swaraj Mazda, Godrej Group, PTL, ICI Paints are housed here. Knowledge City, which will house prestigious Institutes like, Institute of Scientific Education & Research, National Institute of Nano – Technology, National Institute of Biotechnology, Boi-processing and Bio – Tech park. Fortis Super Specialty Hospital. Fashion Technology Park. Residential and Commercial Complexes being developed by International / National level Developers like Emaar MGF, DLF, Unitech, Parsvanath, TDI, Ansals, Pearls Group, Westend, Global Malls etc. Proposed Projects, which would have a multiplier effect on the economy of Mohali City and would augment a synergic demand for the high end Hotel and International Convention Centre are listed below : Mohali – Baddi Expressway (Connecting Baddi Industrial area, Himachal Pradesh). PROPOSED SITE FOR FIVE STAR HOTEL AND INTERNATIONAL CONVENTION CENTER TO CHANDIGARH TO AIRPORT SECTOR 51 SECTOR 62 ` THEME PARK PROJECT SITE Y.P.S.SCHOOL SEC- 52 SEC- 61 B. High Net worth Criteria: Independent corporate entities having a minimum Net worth of Rs.1000 crores as on 31st March, 2007/2008 are exempted from the Qualification criterion; OR Real Estate/ Infrastructure Funds having minimum Assets Under Management (AUM) of Rs.2000 crores as on 31st March, 2007/2008 are exempted from the Qualification criterion; However, such bidders will have to demonstrate above criteria independently and are required to have a tie-up with International Five Star Hotel Chain for minimum 10 years , while submitting the EoI. In case of Joint Venture / Consortium, the maximum number of Partners / Members allowed shall be Three. Land Use Mixed (Hotel /Convention Center) FAR / Permissible Ground Coverage 2.50 / 40% of the Plot Area Site Features Surrounded by road from all four sides . Located just 3 Kms from Sub City Centre, Sector 34 and 5 Kms from CBD, Sector 17 , Chandigarh. Connectivity 9 Kms from the INTERNATIONAL AIRPORT – Chandigarh 12 Kms from Railway Station & 1.5 Kms from Bus Terminus, Chandigarh Broad Scope of Work: The scope of work for the Private Sector Participant shall include Planning, Designing, Engineering, Financing, Construction, Marketing, Operation and Management of Five Star Hotel cum International Convention Centre and recover the investment by earning revenues through various revenue streams during the Concession Period. Submission of EOI: The EOI should be accompanied with the audited financial certificates/statements and evidence of experience like client certificates etc, along with the existing organization details including certificate of incorporation, letter of association / JV agreement (if applicable).Interested bidders may send their EOI to the office of Punjab Infrastructure Development Board on or before 6th August by (17:00 Hrs) along with a non-refundable Demand Draft of Rupees 10,000/- (Rupees Ten Thousand only) or US$ 250 (US$ Two Hundred and Fifty only) in favour of “PUNJAB INFRASTRUCTURE DEVELOPMENT BOARD” payable at Chandigarh . The project briefing meeting will be held on 14th July, 2008 at 3.00 PM in the Conference Room of PIDB, SCO: 89-90, Sector 34 A, Chandigarh-22. PIDB reserves right to accept or reject any application and to annul the selection process at any time, without incurring any liability and without assigning any reason thereof. Qualification Criteria : Interested International / National Independent Legal entities including Joint Ventures, Consortia etc meeting the following criteria may submit the Expression of Interest (EoI) International Hotel Chain having experience in Development ,Operation and Management of at least two Hotels with rating of Five Star or above. OR Real Estate Developers having experience in Development of two Real Estate Commercial projects with a minimum completed built up area of 4 lakhs sqft each. However, such bidders are required to have a tie-up for minimum 10 year with an International Five Star Hotel Chain, while submitting the EoI. Minimum Networth of Rs 100 crores as on 31st March, 2007/2008.
