Program Purpose “This program works to promote the development of local strategies to coordinate the use of assistance under the Public Housing program with public and private resources, for supportive services and resident empowerment activities. These services should enable participating families to increase earned income, reduce or eliminate the need for welfare assistance, make progress toward achieving economic independence and housing self-sufficiency, or, in the case of elderly or disabled residents, help improve living conditions and enable residents to age-in-place.” “This program works to promote the development of local strategies to coordinate the use of assistance under the Public Housing program with public and private resources, for supportive services and resident empowerment activities. EDSC PHAs that are currently eligible for the Elderly/Disabled Service Coordinator funding through the Operating Subsidy may elect to serve family or elderly residents through this ROSS-SC application. So, how does it work? 1. So, how does it work? 4. If an applicant passes 1, 2, and 3, they will be entered into a lottery 5. The first lottery will be for qualifying RA applicants, which will be picked until 25% of funding is reached or all qualified RA applicants are funded 6. The general lottery will fund applications until the funds are exhausted. 7. It is likely that in FY09, those applicants that were NOT funded in FY08 will have priority over those that have current grants.
