Introduction to ICCID Integrated Circuit Card Identifier Axalto grants a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. Axalto is also willing to grant licenses under such contributor copyrights to third parties on reasonable, non-discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. This document has been prepared by Axalto to assist the development of specifications by 3GPP2. It is proposed to the Committee as a basis for discussion and is not to be construed as a binding proposal on Axalto. ICCID use All smartcards have an ICCID, used by the issuer to manage/recognize it On (U/I)SIM or UIM cards, the ICCID is generally printed on the card itself as well as accessible in the memory of the card (EFiccid file in root directory of the card Coded on 19 digits (10 bytes), readable and inalterable –Standard access procedure supported in legacy handsets

ICCID Uniqueness The first 2 digits represent an industry identifier: 89 for telecom cards (ISO/IEC 7812) The following 1 to 3 digit(s) are assigned to each country at the global ITU level –coded according to ITU-T-E164 –Country codes take 1 to 3 digits The following 1 to 4 digit(s) are assigned to each licensed network by each national regulation authority The ICCID construction process ensures the uniqueness of the codes assigned to each operator.

ICCID Assignment Each operator then assigns the remaining digits at his own local level: –Orders to manufacturer come with starting value and range –This ensures NO WASTE of available ICCID resources R-UIM vendor record the generated ICCID and perform verification to ensure uniqueness –ICCID are reported to operators with their corresponding IMSI, UIM-ID, etc. –They are already part of the profiles stored in operators database (when R-UIM are used) and exploited by existing tools (management software etc.)

ICCID summary There is no global assignment for ICCID worldwide by a global administration However uniqueness is ensured by a hierarchical process, going down to the operator level This ensures no waste of available resources Cost of migration is minimized for R-UIM operators, as ICCIDs are already part of profiles and exploited by existing support tools
