3 Functionality  An e-government solution for improving the management of mineral tenure  Mineral Rights Holders have immediate, private access to detailed licence information  Online applications for new licences, renewals, transfers, etc  Digital submission of all documentation and reports  Secure online payments using a variety of channels

5 Progress to Date  Continued software development over past two years  Staging / test site configured in the cloud with Amazon Web Services  Rigorous data cleaning to bring system up to date with reality  Research and consulting into payment methods for Zambian market  Change management and planning with Mining Cadastre Unit  Still limited by regulatory framework

6 Project Plan  Launch of Mining Cadastre Portal  Begin registration of all existing licence holders  Limited functionality  Pilot Project for electronic payments  Integration with Zanaco for payment acceptance  Selected licence holders able to pay annual rent fees online  Extend full functionality to all new and prospective licence holders  Applications for new licences, renewals, transfers, abandonment  Pay all fees electronically  Bureau access and service centres

7 Launch of Portal  Details  Jan – Feb 2015 : Migrate and upgrade Flexi from Ministry server to cloud server  March – April 2015: Begin registration of existing licence holders  March – April 2015:Ensure system data is true to reality and licence holders are in good standing  May 2015: Provide access to limited functionality based on legislative framework  View licence details  Submit reports  Maintain contact details  Registered users will later access additional functionality  Bureaus and Headquarters can access FlexiCadastre over internet

8 Registration for Portal Access  Portal is intended for people, companies that do and intend to do business in the mineral resource sector  Access will be granted to individuals who are:  Acting in their own capacity;  Authorised employees of, or agents for, a company; and  Authorised agents for an individual  Individuals may represent more than one company  Applications to register for access will be presented by person who intends to use the portal, and thereafter the verification the information, and creation of user profile  Access will not be granted to individuals/companies in default
