2 Thank you Thank you for affording me the time to make a personal presentation. The views expressed are my own and not representative of any organisation with which I am associated. 2

3 Objective n I have noted the change in name of the Ministry to “Human Settlements”. My intention today is to present two main areas of concern that I believe are relevant and may contribute to the focus on “human settlements” rather than simply “housing”. 3

4 2 Areas of Concern 2 Areas of Concern n Location –perpetuating apartheid divisions and stereotypes n Format of housing –“integrated” development  First expand upon and explain these points, and  Make submissions relevant to each concern 4

5 Explanation of Concerns n Location –redress the offence to human dignity –perpetuating apartheid divisions and stereotypes –the definition of “integrated development” –opportunity for nation-building n Format of housing –integrated facilities and green areas –layout of road system and “pathways” 5

7 Submission 1: Location Apartheid Using existing apartheid divided areas Building “blikkies” and rabbit hutches Toilets in “veld” Perpetuating stereotypes Nation-building Involve not just community being built for, but also previously privileged to create community involvement, encourage personal contributions and donations 7

9 Submission 1: Location Apartheid Using existing apartheid divided areas Building “blikkies” and rabbit hutches Toilets in “veld” Perpetuating stereotypes Nation-building n Not “doing for” and “doing to” – but personal involvement, and skills development n Identify suitable pockets of land extension of existing services n Set up tenders for local contribution: local contractors and labour and skills suppliers of materials Project-managed by specialists n Involve local horticultural and garden societies to green areas for: supply, donation, installation and skills transfer and sustainable maintenance jobs 9

14 Suggestions Human settlement development can be collaborative and nation building: Community involvement can be encouraged with workshops - D Community Development Community involvement can be encouraged with workshops - D Community Development Skills can be developed - D Higher Education Skills can be developed - D Higher Education Can create sustainable jobs - D Economic Development Can create sustainable jobs - D Economic Development  Provide incentives to involve employers in public private partnerships, and  Tax incentives for small private employers for employee housing 14

15 Conclusion Minister of Human Settlements has the ability to rally people of good will to the cause – We need to make human settlements everybody’s business Thank you for your time. 15
