Background Copenhagen Accord disappointing Significant public finance announced for REDD+ ($3.5/$4.5 billion: 2010 to 2012) 15CP/4 –developing countries develop national forest monitoring system & where appropriate sub-national systems for international review.

Sub-National REDD Importance Sub-National REDD in: –UNFCCC (REDD is rocking) –CA (demand weak/wobbly, signal strong) –US (proposed only) Sub-National REDD: Key Transitions –Voluntary Compliance –Old World (projects) New World GCF model for sub-national REDD

REDD+ States and Provinces Need $ Now. States and Provinces on REDD: –Moving fast, driving federal govt’s –Making reductions happen, committing scarce resources –Trying to bring voluntary projects along Tendency of donors to do bi-lateral deals or deals with NGOs

What we did for GCF Tried to “pin-down” donor commitments Tried to ascertain donor appetite for donors to fund states/provinces Focused on US and Norway Began to position GCF in front of donors Conclusions & recommendations

Key Donors US – very good access and opportunities Norway – in dialogue with about S/P funding Japan – lots of uncertainty and potential Spain/France – very good opportunities

Conclusions Opportunities and interest exist Bi-lateral channels are the best through coordinated effort Avoid carbon credit, emphasize forest monitoring

Recommendations #1 Continue coordinating intelligence of funding preferences of donors, especially on sub-national REDD. –Paris-Oslo process, UN-REDD, FPCF etc Compile information in password- protected area of the GCF website. Develop outreach materials about the GCF to potential donors.

Recommendations #2 Compile the “needs assessment” from WGIII into a common outreach platform to donors. Explore a coordinated GCF Taskforce Fund (GCF-F). Hire a dedicated grants coordinator Coordinated trips to DC & Oslo
