Haiti covers the western third of the Caribbean island of Hispaniola. The capital city is Port-au-Prince. The January 12, 2010 earthquake significantly damaged key infrastructure and greatly reduced the capacity of Haiti’s medical facilities. Despite the passage of time, Haiti’s infrastructure remains in very poor condition, unable to support normal activity, much less crisis situations. Last year’s cholera outbreak – exacerbated by inadequate public sanitation – killed thousands of Haitians, further straining the capacity of medical facilities and personnel and undermining their ability to attend to emergencies. While the Embassy's ability to provide emergency consular services has improved since the earthquake, it is still limited. The Haitian National Police (HNP), with assistance from UN Police are responsible for keeping peace in Haiti and rendering assistance during times of civil unrest. The level of violent crime in Port-au- Prince, including murder and kidnapping, remains a concern and Haiti is considered a ‘critical threat’ post for crime.

Rara Festival was originated in Haiti and it is celebrated on every Christian Easter, every weekend during the Lent (forty days fast-according to biblical reference). This festival sums up the organized chaos that Haiti embodies. This popular festival, which is celebrated in many parts of world, is called as 'peasant carnival' in Haiti. It is celebrated with full excitement and joy at every part of the country. It is renowned for wild dancing, group singing and playing the traditional homemade instruments, which builds up the craziest atmosphere and an awesome celebration to witness. Many towns in Haiti stage their own Rara Festival. They usually start at the countryside and heads towards the town by gathering many merry-revellers on their way. This celebration concludes at the respective city centers and it is witnessed by thousands of band members performing together. The band member involved in Rara Festival has to follow predefined strict rules - on where, when and how to dance. They try to woo the crowd by their optimum performance and by trying to outdo each other. After the intense dance and music concert, the lead male dance performer executes a traditional dance and salute, which is the sign of the end of the celebration
