Methodology approach To address the WP3 objectives the following tools were elaborated and used: –Questionnaires based on an aggregates oriented version of the RMI framework and the Extractive Industries Value Chain document –Templates to obtain model sites information to be used in the data base, the reports and manuals, and the quarry life cycle studies

12. Why policy concerned Questionnaires The strategic and regulatory context affects the aggregates permissions for new quarries and for extensions of existing operations, as part of the land use planning taken place. The appraisal of the legal framework on aggregates from the point of view and perspective of the regional and local level decision making administration (Governmental Mineral Bureau, Regional Mine Inspectorate, Land Use Planners etc), the aggregates producers and other potential stakeholders. The expectations that “Critical views” on legislative issues may become Best Practice tools optimizing the efficiency and sustaining then resource supply and life cycle of aggregates quarrying.

Two Questionnaires SARMa Questionnaire (SQ) –Turn administrative and legislative decision making into driving force for environmentally friendly aggregates extraction practices and increased legal quarrying SARMa Questionnaire for Recycling (SQ+R) –Promote and carry out the specific LCA targeted studies – has to be improved

Two Templates Model sites evaluation and assessment to elaborate Best Practice indicators with respect to planning, design, operation and post-closure phases of legal and illegal aggregates quarrying, and recycled wastes at site level, using, –SARMa DataBase (SDB); to create and establish an aggregate quarries GIS database model compliant to interoperability and standardization rules of INSPIRE –Baseline Study Reports (BSR); to review the current state of the model site quarries, and identify and recommend Best Practice guidelines towards sustainable aggregates SDB will be slightly modified and additional questions may be asked

15.
