2 2 Project and PPL Update  SCR738 – Enhancement to FasTrak approved by Board to go into Execution phase  New project budget = $2.5M  Go Live scheduled for 6/17/2006  PRR502 – Aggregation of Combined Cycle Units Providing RRS going into Execution phase  Go Live scheduled for 3/30  Many ERCOT projects accelerated in 2005 moved to Closing status  March PPL posted to ERCOT.com on 3/14

3 3 PMO Process Review  Project Cost Estimates & Budgeting  Step 1 – Initial Project Idea Proposed — Impact Analysis provides budget range based on reviews with Subject Matter Experts — “<$100k”, ”$100k-$500k”, “$500k-$1M”, “$1M-$3M”  Step 2 – Project Idea is Approved — Detailed Time & Cost Estimate is prepared by CART team — This estimate includes a 35% contingency due to high level nature of project requirements — Project is added to division portfolio based on logical fit and resource plans

4 4 PMO Process Review  Project Cost Estimates & Budgeting (continued)  Step 3 – Project Initiation/Planning — CART initiates project based on resource plans — During Planning Phase, estimate is refined based on detailed design work — Exit criteria for planning: project plan, resource plan, final requirements, and revised budget  Step 4 – Project Requests Move to Execution — Request for final Execution budget is presented to Strategic Review Team (SRT = ERCOT directors) — This estimate includes 10% contingency — If total project budget exceeds $1M, approval to proceed by the Board of Directors is required — Any change to scope, schedule or budget requires an approved change control — Change controls are approved by sponsor (and SRT and Board of Directors, if necessary)
