1 Group 1 – Monitoring, reporting and evaluation of adaptation at national level Chair: Stéphane Isoard (EEA) Rapporteur: Sergio Castellari (EEA)

2 Question 1: What are your views on the relevance, scope and timing of this project? Question 2: How can the project best support MC and their MRE activities? General support from countries to this new EEA MRE Report. Very important to share experience on MRE. Interest to learn and have a deeper analysis about pros and cons of the different approaches already taken by countries. Interest to know more about the experiences from countries already implementing MRE – resources (financial and manpower) and structures involved. Interest to have comparison between different approaches (1)

3 Need to understand adaptation indicators. Need to better understand adaptation targets, which are asked by policy-makers. Need to know about good practises on evaluation of effectiveness of adaptation (e.g. through indicators). Need for guidance and examples on MRE. Interest in links between EU scoreboard and national monitoring. Different time scales of research, ministerial level and emergency responses (DRR) – how can this triangle of interactions can be reflected in the report? There are links with the recent OECD reports on MRE which has a slightly different focus (cooperation in developing countries) and geographical coverage (4 countries in total) Question 1: What are your views on the relevance, scope and timing of this project? Question 2: How can the project best support MC and their MRE activities? (2)

4 Question 3: How can we best ensure your involvement and consultation so that the latest developments in MRE at national level in Europe are reflected in the 2015 EEA Report? Workshop participants should be further involved before the official consultation. Several countries volunteered to provide help in formulating case studies. What could come next after the 2015 EEA MRE report: A summary of lessons learned could be useful. The approach for a potential next report could include both a self- assessment and experts judgements Support the development of a simple set of indicators to monitor the readiness of countries – it could be helpful for the scoreboard. Would be interesting to look into mechanisms and instruments (including financing) for implementing adaptation. What fosters action? How can adaptation on the ground be supported especially at local and regional levels?
