2 DG Fisheries and Maritime Affairs2 Today’s objectives 1. Discuss the Baltic RBM regimes: background, drivers, rules/mechanisms, goals, experiences and results 2. Exchange views on key issues raised in the Commission Communication on RBM 3. Exchange views on future developments in this area (short and long term) and on the possible role by the EU/Commission Avoid theoretical debate, focus on concrete regimes/experiences and on concrete ideas/proposals

3 DG Fisheries and Maritime Affairs3 Commission initiative: Historical background - why an EU debate on RBM?  Commitment taken under the 2002 CFP reform  RBM are a national competence, but they impact on CFP  RBM systems progressively more applied by MSs  «Community» dimension exists in practice with quota hopping and quota swaps  Management regimes have led to capital values of licenses, quotas!

6 DG Fisheries and Maritime Affairs6 Commission initiative: State of play and next steps  Communication is part of an open ended debate  Several views and contributions collected through meetings, events and web-based consultation http://ec.europa.eu/fisheries/cfp/governance/consult ations/consultation_260207_en.htm  EP and EESC reports and Council discussion still pending. Results of study to come.  Commission to sum up debate in the first half of 2008 and to envisage short term and long term (CFP reform) initiatives

7 DG Fisheries and Maritime Affairs7 Some lessons learned  RBM evolution is rapid and not always well-known  Important economic values associated with licenses, quota and effort – part of investment decisions  MS view “ownership” of public property in various ways  Impact on small scale sector is a concern for many  Passive quota ownership should be avoided (slipper skippers)  Analysis needed for MS and fleets Review of RBM systems Review of RBM systems Quota over/under-utilisation Quota over/under-utilisation

8 DG Fisheries and Maritime Affairs8 Baltic: RBM examples  Denmark: ITQs for pelagics (2003), New Regulation of transferable vessel shares (2007), industrial species (2008)  Sweden: IVQs for some pelagic stocks (2003) and all pelagic stocks (2007), TURFs, effort trade  Estonia: ITQs in Baltic and High Seas (2001), Transferable enterprise quota shares for all commercial fisheries (2001)  Latvia: Fishing rights lease up to 15 yrs, non- transferable  Germany: Partly transferable IQs (Baltic cod and saithe)

9 DG Fisheries and Maritime Affairs9 Baltic: RBM and Relative Stability  Baltic Sea is an enclosed area with well defined MS users  Can we set up a regional RBM system?  What future for relative stability? At EU level – between MS At EU level – between MS At national level – between sectors At national level – between sectors  What other options are there in the short and long terms?
