1 Police Department Authorization to enter into a Contract with LASD (Los Angeles County Sheriff’s Department) for Supplemental Law Enforcement Services for New Year’s Activities Arthur Chute, Police Lieutenant October 5, 2015

2 Police Department 2 LASD Contract Recommendation : Authorize the City Manager to enter into a contract with the Los Angeles County Sheriff’s Department, not to exceed $900,000, for supplemental law enforcement services for New Year’s activities. Authorize the City Manager to extend the contract for up to two additional one-year periods without further City Council authorization. Neither competitive bidding nor competitive selection is required pursuant to City Charter Section 1002(H), and Pasadena Municipal Code Section 4.08.049(A)(3) Find the proposed action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15061(b)(3), the General Rule that CEQA only applies to projects that may have an effect on the environment

3 Police Department 3 LASD Contract The LASD Contract will provide: Necessary personnel to supplement the city’s police department with direction of traffic control and security/public safety during New Year’s operations between the dates of December 31 st, 2015 through January 1 st, 2016. Personnel who are specifically trained in traffic control, crowd control and facility security. A reliable option for supplemental law enforcement services when additional resources are needed.
