Challenging the Empire Empire as the theoretical and practical / institutionalized expressions of neoliberal / liberal economy hegemony in the daily life of people generating fear due to the absence of social, economic, cultural, political and environmental protection, The absence of the state as a duty bearer where the citizenship is substituted by a consumers perspective. Abolishing the political status of the society as a collective agreement in favor of the markets needs. The result is the absence of human rights domain and the destruction of solidarity perspective. The empire of the capital in opposition to the human dignity needs.

In this sense challenging the Empire means to look for a solidarian project in terms of the whole society, pushing for citizenship agreements that establish the state we need, defending public interests and making the re embedment of economy towards the society needs through democratic policies process. In the space generated by the World Social forum of Health and Social Security those perspectives have been progressively explored and the space of dialog with CS organizations and governments have been shaped at the space of the World Conference for the Development of Universal Social Security Systems organized in December 2010 in Brasilia.

The struggle for universal social security systems, defined social security as the systemic approach to human rights translated in civil and political, environmental, social, economical and cultural protections / security is a strong way to build radical democracy through the social control of richness and power production and distribution. The right to health struggle is a fundamental piece of the social security project that needs to be integrated to the other components of social protections in order to achieve it full expression, affecting the social determination of health.

A common agenda have been organized with other movements around that, it includes a strong will of political education concerning the following agenda elements: The achievement of universal social security systems as the best way to redistribute richness, power and claim the state duty bearer condition regards the full application of human rights, including a framework convention on the human right to health and social protection. The search for a convention on the common goods of Mankind, protecting from privatization all the common goods we need for a life with dignity; The Declaration of the Illegality of Poverty; Tax Justice, making tax systems richness redistribution process; The political reform of electoral systems blocking the private economical expression on the elections financing, controlling the conservative pro capital control of parliaments; The public control and use of the media. A framework convention on the human right to health and social protection.

Nest steps: Do a critical follow up of the debates and decisions around the social protection floors issues at the G20 and ILO, as well as the UHC in the perspective of the post 2015 MDGs process, avoiding a conservative conduction of the debate. The research on the transition process to universalism in cooperation with UNRISD, The building of a network of universal public policies laboratories oriented to empower people to develop concrete proposals and political incidence in parliaments, parties and movements The organization of the 5 th WSF on Health and Social Security in Tunis next January 2013. The organization of the II World Conference for the Development of Universal Social Security Systems proposed to be held in March 2014 in Brasilia - Brasil.
