Text #ICANN51 Purpose Used to discuss and develop recommendations on issues that: o Cut across SO/ACs o Not the sole responsibility of one SO/AC o Not in scope for SO policy development Desire for two or more SO/ACs to work together on the issue

Text #ICANN51 Principles Identical charter adopted by SO/ACs Chartering organizations appoint members, but open to everyone interested to participate at equal footing Meaningful opportunities for public comment and engagement of others Endorsement of final report/final output of the CWG by the chartering organizations before it is submitted to the ICANN Board

Text #ICANN51 Charter To ensure common understanding of scope and working methods, a charter is developed that typically contains: o Purpose/Problem statement, goals & objectives and scope o Deliverables, timeframes & reporting (Work Plan) o Membership, staffing and organization o Rules of engagement, including decision-making methodologies, modification of the charter o Process for adoption of output, problem/issue escalation & resolution processes in the effort

Text #ICANN51 Charter Development & Adoption Developed by a Drafting Team with a small number of representatives from interested SO/ACs Following completion, draft charter sent back to SO/ACs for adoption, according to respective processes Following adoption, call for volunteers to join CWG
