UNDERSTANDING THE EPBC The Employment Program of BC (‘the Program’) is the umbrella under which all employment services are delivered. This includes all services and supports previously available through the 10 Legacy Programs prior to April 2 nd 2012 2

HOW DOES CEP FIT INTO THE PROGRAM? Program Purpose: to support Clients in achieving sustainable Employment as quickly as possible. Clients become more independent 1 2 Clients receive services that meet individual employment service needs 3 Services are aligned with needs and opportunities of employers/ communities Community & Employer Partnerships Client Services 3

Community & Employer Partnerships FOCUS: to increase employment and work experience opportunities in communities across BC through partnerships, shared information, technology, and innovative processes and practices. Communication between stakeholders Flow of local labour market information Strategic, coordinated approaches to investment of support A platform to discuss strategies and solutions A collaborative and coordinated network of community organizations and employers that facilitates: 4

ELEMENTS OF CEP Job Creation Partnerships (JCP) Labour Market Partnerships (LMP) Research and Innovation (R&I) Project Based Labour Market Training (PBLMT) Community and Employer Partnership Fund Used to fund community based projects that support local job creation and respond to labour market needs and issues. 6

CEP FUND Job Creation Partnerships Enables not-for-profit projects that benefit communities and that would not occur without project funding Support community-based projects that create work experience opportunities for eligible EI Clients. Community Provides needed work experience, skill enhancement, community contribution and networking opportunities Clients 7

Key Point JCP: Primary focus is on assisting Clients Although Job Creation Partnerships projects are intended to benefit the community, the primary focus of these projects must be to help eligible EI Clients gain needed and meaningful work experience that supports them in achieving Labour Market Attachment.

CEP FUND Labour Market Partnerships Provide financial assistance to organizations to encourage, support and facilitate partnerships that enable HR planning and labour market adjustment. Labour Market Partnership projects do not provide direct service or support to Program Clients Improves capacity of employers, employee and/or employer associations, and communities to develop solutions to labour force imbalances (e.g. high unemployment, skill shortages) 9

CEP FUND Research and Innovation R&I uses progressive research and leading edge innovation to discover better ways to help unemployed British Columbian’s join the labour force as quickly as possible. It is designed to fund untried and untested solutions to labour market problems with the goal of creating employment services of the future. 10

CEP FUND Project Based Labour Market Training Supports projects that benefit the community and individuals by providing a combination of on/off the job training under a project based training model to assist eligible individuals obtain the skills they need for employment. 11
