5 5 Application Process – Reminder Eligible Applicants Eligible applicants for the PRI SGA A Faith-based or Community-based organization (FBCO) Located within or have a staff presence within the urban community that is the focus of the grant application Applicants must demonstrate that its organization is an FBCO

6 6 Application Process (cont.) National and regional FBCO’s need to meet the same eligibility Urban communities are those that are located within Urbanized Areas or Urban Clusters as designated by the Census Bureau in the 2000 Census

7 7 Participant Eligibility- Reminder Eligible Participants Individuals 18 years and older who have been convicted as an adult Never been convicted of a violent or sex related offense 90% of the participants should be enrolled within 180 days after release from prison or a halfway house

8 8 Application Process - Proposals Part I of the proposal consists of: SF 424 (Application for Federal Assistance) DUNS Number SF 424A (Budget Information Form) Budget Narrative Concise narrative for each line item Ensuring Equal Opportunity Survey Appendix C Optional

Part II of the proposal consists of: Technical proposal that demonstrates the applicant’s capabilities to plan and implement the PRI grant project in accordance with the rating criteria in the SGA Proposals must be received by the closing date of the SGA: 5:00 PM (ET) July 13, 2005

11 11 Application Review Process Technical review panels will meet after July 13 to review applications Scoring is based on how completely applicants respond to the rating criteria in the SGA

12 12 Rating Criteria-Reminder Five Rating Criteria Need in the city and neighborhoods to be served (20 Points) Project design and service strategy, including sustainability (25 Points) Connections to the Criminal Justice System for referring prisoners to the program and coordinating services upon release (20 Points)

13 13 Rating Criteria (cont.) Quality and experience of lead FBCO, including ability to manage the project (25 Points) Cost-effectiveness and leveraging on non- Federal resources (10 Points)

14 14 Application Review Process Panels prepare a report for each applicant that includes: Rating criteria scores Evaluation comments relating to the criteria Any additional comments or concerns relating to the proposal Panel scores Advisory in nature to the Grant Officer

15 15 Application Review Process (cont.) Final decisions are made by the Grant Officer and will be based on the best interests of government including: Geographic balance Program balance and diversity Applicants will receive written notice of the results of the competition
