West Midlands Kick Start Partnership Programme – needs no introduction its achievements shows; the positive outcome for collaborative working including: 28 LA, HIAs, saving on i.e. people, finance, time, system etc Vulnerable and older Homeowners 2,700 households had their homes improved (DHS)& £34m - financial asset The Green Deal Pilot stage – UKAS assessment WMKS Accredited Certification Body

Green Deal Participant – GDAO 1) Assessment – Green Deal Advice Organisations (GDAO) Employs Qualified Green Deal Advisors (GDA) GDA – visit homes to complete assessment GDA will recommend energy efficiency improvements – meet golden rule Impartial process and portable report Green Deal Advice Report make up of EPC and Occupancy Assessment - lodged

Green Deal Participant - Finance Green Deal Provider will pick up the GDAR Quote for recommended energy efficiency improvements – you don’t have to choose all Green Deal Provider will write up a Green Deal Plan - contract between homeowner and provider for the instalment Obligation for repayment passes to whoever pays the bill at the property The provider arrange for the installation

Green Deal Participant - Installer Green Deal provider arranged for the improvements to be installed by a Qualified and accredited Green Deal Installer (GDIO) Installation must meet NOS – PAS 2030 GDI installed GD measures Paid for by Green Deal Provider

RRRrr Repayments and Follow up Now enjoy the benefits of energy efficient home The GD repayments will be added to the electricity bill for the home Continuing Support from GD provider Customer free to switch energy supplier

Route to Certification for: Green Deal Advice Organisation The Green Deal Advice Organisation(GDAO) Application & initial desktop audit Head Office Visit – audit of QMS – how long? Test processes and procedures – non compliance raised 2 types – non compl and major non compl – Risk Trigger All non compliance resolved – Certification granted by an independent Decision Maker

Know the scheme specification for GDAO Eligibility criteria – Qual & Comp (EPBD, GDA) – Insurance Management and monitoring of GDAS – docs control, record keeping, internal audits, mgt reviews, work assignments, CPD, perf appraisal, complaints Operational procedures- pre visit info RdSAP and GD software

Conclusions… Catalyst CIC (WMKS) were part of the DECC pilot for the Green Deal I was on the national steering group on developing Certification framework - DHS I Stresses the importance of the impact of GD on vulnerable, older and fuel poor households Catalyst CIC is ‘at your service’ our Certification scheme is designed with you in mind
