2. THE OBJECTIVES OF THE ERFP CALL FOR ACTION To identify and support projects which: will initiate collaborative activities in the field of AnGR between European countries will reinforce ongoing collaboration and exchanges between NCs in Europe

3. TWO MAIN AREAS FOR ACTION: Breed development and conservation programmes Monitoring of animal genetic resources

4. BREED DEVELOPMENT AND CONSERVATION a. In-situ –The call could support the creation of one or more groups of countries maintaining breeds that are similar. These countries may need financial support to coordinate their actions or to exchange their experience –Project aimed to develop proposals for joint action involving several countries sharing the same/having similar breeds of livestock (the Central and Eastern European countries, or/and the South Eastern European countries)

5. BREED DEVELOPMENT AND CONSERVATION a. In-situ Expected outputs: Development of proposals for collaboration, which will ensure long-term, economically viable and sustainable conservation of AnGR through joined efforts of several countries

6. BREED DEVELOPMENT AND CONSERVATION b. Ex-situ The call could support the creation a group of countries interested in developing ex-situ conservation programmes The project may analyse technical, legal and practical aspects of maintaining cryo-conservation banks

7. BREED DEVELOPMENT AND CONSERVATION b. Ex-situ Expected outputs: Guidelines for setting cryo-conservation banks for AnGR (procedures for collection of genetic material, number of samples depending on species/ type of genetic material; access, use and replenishment protocols, ownership and organizational structure etc.)

8. MONITORING OF ANIMAL GENETIC RESOURCES This area will receive an important support from EFABIS programme which should provide an effective tool for establishment of databas and creating links between databases. Additional issues :

11. MONITORING OF ANIMAL GENETIC RESOURCES b. Overview of available data and information on AnGR diversity in Europe The call could support creation a group of countries willing to participate and contribute to Europe-wise analysis of data on AnGR diversity at regional level. Expected outputs: Study on dimension and content of available European databases concerning various aspects of AnGR and analysis of possible use of these data in evaluating animal genetic diversity at European level.

12. MONITORING OF ANIMAL GENETIC RESOURCES c. Projects to enable direct assistance to country/group of countries in developing monitoring programmes and establishing national databases. Assistance of a consultant appointed by RFP to support action at country level Expected outputs: Development of programme/ databases

13. TIMING By end of September European Regional Focal Point will launch A Call for Action By end of October Submission of project proposals By end of 2002 Projects approved and financed

14. PARTICIPATION IN THE ERFP CALL FOR ACTION 1. Only the European National Coordinator is eligible to submit project proposal and manage the project, if supported 2. Priorities will be given to projects involving a high number of countries (min 5?) 3. Deadline for submission of projects – end of October, 2002

15. PARTICIPATION IN THE ERFP CALL FOR ACTION 4. Maximum duration of a project – two years 5. The project proposal must be linked with one of the key priority areas 6. Maximum budget for a single project – 20.000 EURO (Budget of the project will include travel costs, consumables and other costs. No salaries, no durable costs. In case of Country Assistance projects – consultant’s expences will be covered based on UN daily allowance rates. No honorarium included)

16. SELECTION CRITERIA 1. Project proposals will be submitted to official selection procedure established by the NCs workshop. 2. The selection panel will include the ERFP-SC + Technical Adviser as will be proposed later. This selection panel will act for one year only. 3. The members of the selection panel will have to rank proposals according to their preference. The first proposal on the list of each member will receive score "10", the second one will receive "9" and so on. The total sum for each proposal will be calculated. The proposals having maximum score will be financed, as resources allow.

17. SELECTION CRITERIA 4. The criteria for selection of project proposals will include: Conformity with objectives of the Call Conformity with the tasks of the Working Group The technical quality and feasibility of the proposed work The quality of the proposed organisation and management The potential value and impact of the expected outputs

18. SELECTION CRITERIA 5. Selection panel members will communicate by e-mails. 6. The results will be published before the end of December 2002.

19. SUBMITTING A PROPOSAL Proposals should be clear and concise (3 pages max.) and include: Page 1: Title of the project Coordinating country, institution and name of project manager List of participating countries (institutions/participants) Total amount required and duration of the project

SUBMITTING A PROPOSAL Page 2: Objectives of the project, description of work, milestones for each year, expected outputs Page 3: Breakdown of the budget, total amount requested, amount for each country (The financial support includes the costs of meetings of the partners, preparation and exchanges of data and material between partners, the cost of publishing and disseminating of the results of the work. It cannot include costs of manpower and durable equipment)

21. OUR TASK FOR TODAY Discuss and reject/amend/accept the SC proposal for the Call for Action Identify leaders for specific project areas Indicate interest in participation in given project/ activities of the Working Group
