4 3 General City Services External Services  Generally provide service to citizens  Following ranked in general order of city provides the service/rationale – Police, Fire, EMS, Courts (public safety) – Development planning (community’s future) – Licensing and Permitting (regulatory) – Public works (maintain city infrastructure/assets) Street repair and maintenance, snow removal Lighting Storm water Equipment and maintenance

5 4 General City Services External Services (continued)  Following ranked in general order of city provides the service – Parks and recreation, neighborhood services Large variation in services provided and whether public or privately provided (gold courses, “destination parks”) – Health (community clinics, wellness, regulatory functions, hospitals – Utilities – Airports and Authorities

6 5 Approach to Providing Services  Multiple approaches and models – City provides services – City provides services with some aspects done by vendors (example, payroll services, architectural or engineering design) – Service provided by most cost competitive option (managed competition) – Service is completely provided by private contractor or vendor  Certain amount of ebb and flow – Dissatisfaction with service – Change in city management philosophy – Availability of private contractors (or public capacity)
