U.S. Space-Based Positioning, Navigation, and Timing Programs and Policy Steve Sidorek Legislative Affairs Advisor September 17, 2009

AIAA 09/09 Overview Global Positioning System U.S. Policy Congressional Outreach & Funding 1

AIAA 09/09 GPS is a Critical Component of the Global Information Infrastructure Satellite Operations Satellite Operations Power Grids Personal Navigation Personal Navigation Communications Aviation Fishing & Boating Fishing & Boating Oil Exploration Trucking & Shipping Surveying & Mapping Precision Agriculture Disease Control

AIAA 09/09 Keys to the Global Success of GPS Program Stability and Performance Policy Stability and Transparency Private Sector Entrepreneurship and Investment 3

AIAA 09/09 The Global Positioning System Baseline 24 satellite constellation in medium earth orbit Global coverage, 24 hours a day, all weather conditions Satellites broadcast precise time and orbit information on L-band radio frequencies Two types of service: –Standard (free of direct user fees) –Precise (U.S. and Allied military) Three segments: –Space –Ground control –User equipment 4

AIAA 09/09 5 GPS Constellation Status 11 Block IIA 12 Block IIR 7 Block IIR-M First Block IIF launch in spring 2010 –12 Block IIF satellites planned GPS continues to meet/exceed civil service performance commitments 30 Operational Satellites As of August 27, 2009 (Baseline Constellation: 24)

AIAA 09/09 6 Block IIA/IIRBlock IIIBlock IIR-M, IIF Backward compatibility 4th civil signal (L1C) Increased accuracy Increased anti-jam power Assured availability Navigation surety Controlled integrity Increased security System survivability IIR-M: IIA/IIR capabilities plus 2nd civil signal (L2C) M-Code (L1M & L2M) IIF: IIR-M capability plus 3rd civil signal (L5) Anti-jam flex power Basic GPS Standard Service –Single frequency (L1) –Coarse acquisition (C/A) code navigation Precise Service –Y-Code (L1Y & L2Y) –Y-Code navigation Increasing System Capabilities  Increasing Defense / Civil Benefit GPS Modernization Program

AIAA 09/09 Benefits of GPS Modernization System-wide improvements to meet increasing civil, commercial, and military demands Higher standalone performance, accuracy, etc. More robust against interference Improved indoor, mobile, and urban use Provides separate more secure military signal Interoperability with other Global Navigation Satellite Systems 7

AIAA 09/09 GPS III Update Contract for GPS III-A satellites awarded, May 2008 –Selective Availability feature eliminated Contracts for Next-Generation Operational Control Segment (OCX) awarded, Nov 2007 –Will implement full functionality of L2C and L5 Future increments of GPS III will incorporate additional capabilities –As technology matures and new requirements are validated 8

AIAA 09/09 U.S. Space-Based PNT Policy GOAL: Ensure the U.S. maintains space-based positioning, navigation and timing services, augmentation, back-up, and service denial capabilities that … ASSURE SERVICE Provide uninterrupted availability of PNT services MEET DEMANDS Meet growing national, homeland, economic security, and civil requirements, and scientific and commercial demands LEAD MILITARILY Remain the pre-eminent military space-based PNT service STAY COMPETITIVE Continue to provide civil services that exceed or are competitive with foreign civil space-based PNT services and augmentation systems INTEGRATE GLOBALLY Remain essential components of internationally accepted PNT services LEAD TECHNICALLY Promote U.S. technological leadership in applications involving space-based PNT services 9
