The mandate is transmitted to European standards organisations. European standards organisations accept the mandate. European standards organisations elaborate a (joint) programme. The technical committee elaborates a draft standard. European standards organisations and national standards bodies organise a public enquiry. The technical committee considers comments. National standards bodies vote/European standards organisations ratify. European standards organisations transmit references to the Commission. The Commission publishes the references. National standards bodies transpose the European standard. National authorities publish references of national standards.

Deregulation to the Economy and removal of Administrative Barriers, Russian FederationEuropAid/114008/C/SV/RU 9 Workplan for setting up national accreditation system 1.- Decision of the products and services that will be certified (responsible: National Standards Organisation [NSO]) 2.- Creation or adoption of international product and / or service standards (responsible: National Standards Organisation); bilateral agreements 3.- Creation of the National Accreditation Body [NAB] (legislation, and practical issues: offices, hiring of persons, operational organisation) 4.- Adoption of international accreditation standards and adoption of good practices (responsible: NAB); bilateral agreements 5.- Agreement between NAB and NSO of the products and services that are prioritised (responsible: NAB). 6.- Open call for expression of interest by experts for creating the Registry of the Accreditation Experts (responsible: NAB) 7.- Creation of the Registry of Accreditation experts (responsible: NAB) 8.- Open call for the creation of the Registry of Accredited Bodies (responsible: NAB). 9.- Creation of the Registry of Accredited Bodies 10.-Dissemination of Accredited Bodies services to the private sector(i.e. certification of companies and of products) 11.-Creation of the National Accreditation Monitoring Body [NAMB] 11.- Certification procedures starts.
