CLOSING THE FUNDING GAP Multifunctional infrastructure What are the opportunities to integrate infrastructure projects so that they are multifunctional, as was done historically in landmark projects? Perhaps most notably, the Victoria Embankment provided flood control, land reclamation, a railway tunnel, a conduit for gas and water pipes, sewer, roadway, footpath, public gardens and steamboat piers. Repurposing Would it be possible to re-purpose redundant or disused infrastructure, and are there existing structures or alignments that can be re-used for future needs?

IDEAS TO PURSUE? 1. Roofs, Roads, and Car Parks: Spark a step change to increase the number of functions served by these valuable resources 2. Investigate Re-purposing: Use existing rights of way to create an orbital railway on the periphery of cities stimulating associated development nodes Invest in strategic tunnels for an alternative network that would relieve key roadway links and common infrastructure for services Cover over roads/railways and tear down flyovers to create new sites. 3. Data and demand management: Create efficiencies through innovation in demand side management and improved data sharing between public and private organisations 4. Strategic Sites: (e.g. Old Oak Common) lead innovation with high-impact pilots. Increase multi-functionality of infrastructure

IDEAS TO PURSUE? 5. GLA to issue guidance to encourage public and regulated bodies to register infrastructure they are planning to decommission. 6. The register/database could highlight specific schemes locations where reuse could be beneficial. 7. The GLA could set out a framework of ideas/opportunities for developing hybrid infrastructure solutions. A couple of ‘demonstrator’ projects could get this off the ground/provide insights into how to tackle challenges presented along the way. 8. The Mayor could sponsor a high profile competition for best hybrid infra/reuse project every year.
