GENERAL ACCEPTANCE CRITERIA FOR CERN RADIOACTIVE WASTE RSOC 6 March 2015 EDMS 1492897 L. Ulrici - for DGS-RP group
2
MOTIVATION Internal acceptance criteria are fundamental for the correct management of radioactive waste in order to: Minimize hazards contamination, toxicity, avoid dissemination of waste Optimize resources Temporary storage space, manpower Facilitate disposal Minimize the non conformities Ensure compliancy with the acceptance criteria for waste to be disposed of towards Switzerland and France 2 EDMS 1492897
3
APPROACH The acceptance criteria are: General They refer to the majority of radioactive waste Reflect good practices and common sense They are compatible with the transport requirements, that are not subject of this presentation Admit exceptions Exceptions shall be announced (rp-rw-operational@cern.ch)rp-rw-operational@cern.ch Applicable Simple to apply: the current practices are not changed Simple to understand in their formulation Simple in the registration of non-conformities 3 EDMS 1492897
4
ACCEPTANCE CRITERIA (I) 4 1) Preliminary announcement if: Weight >24 T Length >6m Volume of batch >10 m 3 Dose rate at 10 cm >200 microSv/h (beta, gamma) Presence of alpha contamination Solids waste containing liquids Putrescible Presence of asbestos Presence of chelating agents (GIGAPUR®, chlorides, fluorides, nitrates, sulfates, carbonates, EDTA, NTA, etc.) Presence of Rn-220, Rn-222 (generated by Th-232, Ra-228, Th-228, Ra-226) Presence of nuclear materials (Li-6, U and Th- depleted or natural or enriched, U-233, plutonium, deuterium, tritium in concentrated form, ) EDMS 1492897
5
ACCEPTANCE CRITERIA (II) 5 2) Declaration Declaration in TREC is compulsory before acceptance by DGS-RP-RW 3) Contaminated waste The contaminated waste shall be prepared according to the following criteria: Waste shall be in DOUBLE plastic bags: SCEM 50.46.02 or (if too big) wrapped in DOUBLE layer vinyl: SCEM 50.46.03.100.5 If contaminated pipes, the extremities can be closed with plugs Cutting edges should be protected such that the plastic or vinyl is not damaged The air volume in the bags should be minimized EDMS 1492897
6
ACCEPTANCE CRITERIA (III) 6 4) Containers Only the following containers are accepted Requirements on the containers: Good status: no deformations, holes, corrosion, cracks Protection against bad weather (if needed) No presence of liquids (cooling circuits must be emptied before), unless in appropriate containers No overfilled containers Plugs and lids shall be correctly closed Chemical compatibility between the container material and the waste (integrity of the container) Presence of a traceability label Each container not certified ADR shall be transported in a container certified according to the radiological characteristics and the transport regulation. EDMS 1492897
7
ACCEPTANCE CRITERIA (IV) 7 5) Sorting The following materials shall be identified, sorted and delivered in separate containers (traced accordingly): Combustible material Material with risks other than radioactivity and combustible Electronic devices and electronic cards Cables 6) Traceability Each piece of waste delivered separately shall be identified by a label and be registered in the TREC system. In case of a container filled with different pieces of waste (not included in a “big-bag”), at least one label shall be positioned on a visible part of the waste and another label shall identify the container. In case of a container filled with several waste bags, both the external container and each of the bags shall be labelled and associated in TREC EDMS 1492897
8
ACCEPTANCE CRITERIA (V) 8 7) Risk identification Labels “contamination” and “radiation” will be stuck by DGS-RP Hot-spots will be identified by The owner shall identify additional risks and use the corresponding label (SCEM 50.55.20.019.0) In case of a voluminous waste item, the labels shall be doubled and positioned on two different sides of the item. EDMS 1492897
9
ACCEPTANCE CRITERIA (VI) 9 In case of non-conformity, the owner will be informed and she/he shall take action to correct the non-conformity A check-list is included to help the owners in respecting the criteria: Status and type of container List of containers Respect of the size of the container Integrity of the container (contaminated objects) Transparent bag/vinyl Sorting of the waste (toxic/electronics/cables) Absence of liquids, if applicable Good coverage (lid, sealing), if applicable Presence of labels (radiological and other hazards) Presence of traceability label In case of doubt, contact: rp-rw-operational@cern.chrp-rw-operational@cern.ch EDMS 1492897
