2 Goals for the Breakout Brief history of matriculation Discuss the new matriculation legislation – The Student Success Act of 2012 What will this new legislation mean for colleges? What are next steps for matriculation professionals? How can counseling and non-counseling faculty work together?

3 1986 AB 3 Intent Written into law to ensure equal educational opportunity for all Californians’. To furnish services to students that would enhance the students’ opportunities and access to courses and programs.

8 What’s Unchanged in the Act? Enacted only when there is funding (note: no qualifying adjective, i.e. sufficient) Still requires orientation, assessment, counseling, “matriculation” plan Still requires colleges to measure effectiveness of “matriculation”

9 What’s New in the Act? Reduced use of the word “matriculation” Links funding to number of students getting matriculation services (page 12, line19) use of the scorecard and common assessment (page 12, lines 29-30) Adds “Program of Study” (page 8, line 12) Insistence on college use of technology to deliver some services (page 9, line 8)

10 Student must determine educational goal upon enrollment (page 8, line 11) Board of Governors to establish a reasonable implementation period to reduce impact to students (page 8, lines 18-22) Students are required to [maintain academic] progress toward education goal (page 8, line15) “Educational Planning Services” is identified as a separate service for the college (page 8, line 39) Required referrals to specialized services (page 9, line 13)

15 Role of Counseling and Delivery of Counseling Services Need counselors to take the lead in helping to determine the delivery of education planning services, interventions, training of paraprofessionals and faculty advisors Senates can facilitate the processes for training, policies for how student success efforts will be implemented, and involvement of the faculty
