3 Suggested steps Awareness raising Inventory of on-going forestry initiatives Assessment of situation vis-à-vis 25 national policies and measures Identifying gaps and weaknesses Identifying priority policies and measures for action Development of an action plan Mobilising financial and other resources for implementation

4 Awareness raising Ensure all stakeholders understand the purpose and objectives of implementing FI Develop information materials – Brochures, – Posters, – Radio messages, – Website – Drama and theatre Stakeholder sensitization workshops – Secure agreement and consensus on processes and methods of implementation

7 Inventory of on-going forestry initiatives Understand and have comprehensive view Cover all levels to gain perception of wide range of stakeholders – National – State – District Financing sources This could be done through – Stakeholder workshops – Consultants – Facilitators from lead institution – A combination of the above

8 Assessment of situation vis-à-vis 25 national policies and measures Identify where the country stands in relation to the NLBI, Identify the strengths, weaknesses and gaps of the current programmes NB: Establishes baseline for monitoring

9 Assessment Participatory Involve key stakeholders – Government ministries/departments, NGO’s, private sector, Development partners, – Local authorities – Communities – Judiciary – Financial institutions Develop and agree on assessment criteria

13 Exercise: Assessment Assessment of extent to which the 25 national policies and measures are being implemented: Participants will be divided into geographical/regional groups and will be asked to assess the extent to which the 25 national policies and measures are being implemented in their countries. This will be done through a brainstorming and scoring system. The participants will also be asked to identify the five priority measures/actions for their country based on the assessment using a voting system. This exercise will take 30minutes

18 Exercise: Develop Action plan Exercise: 3.3 Based on the outcomes of the assessment exercise (3.2 ) participants are required to develop an action plan for implementing the five top priorities. The plan should cover what is to be done, when, by whom and with what (see exercise handout)
