1 Towards a modern electronic data collection system Seminar on New Frontiers for Statistical Data Collection Geneva, 31 October – 2 November 2012 György Benoist Hungarian Central Statistical Office, Budapest WP.14

2 What will be presented? The way to a new electronic data collection system in Hungary – Challenges – Development – Main features Main modules of KSH-ELEKTRA – Application providing component (ASP), the respondents’ client – Activity management unit (TIR-client) – Questionnaire designer (QD) Switch from KSH-XML to KSH-ELEKTRA

3 Challenges Data users businesses, national and international GOs and NGOs, research, natural persons etc. Data providers (in particular businesses) Statistical services detailed and quality data; timeliness is essential lower cost and less administrative burden, simplification or ‘no’ statistics STATISTICS decreasing human and financial resources new data collection techniques, new data sources, integration of data sets etc.

4 Development - Milestones HCSO strategy for 2009-2012 September 2009 Planning started 4th quarter of 2010 Work started November 2011Development finished December 2011 –Testing and fine-tuning Spring 2012 –Reconsideration 2 October 2012 – Test operation

5 based on the experiences of KSH-XML system developing a modern web-based electronic data collection system, that simplifies data sending, exceeds the limitations of XML and shortens processing period until dissemination – updated ASP nicer and ergonomic outlook, user-friendliness on-line application more integrated functions – schedule and calendar – data (form) export-import simple access to other statistical collection tools (Intrastat ) accessibility via government portal (natural persons) – renewed activity management unit – questionnaire designer operating on graphical basis possibility to extend further Development – Main features

6 decreasing resources + government decision Development – Extension reconsidered the dimensions of KSH-ELEKTRA 1.utmost statistical data collections to be integrated 2.obligatory channel for businesses from 1 January 2013 strengthening hardware environment and infrastructure verification of software communication

TIR ASP 1. Designing forms 3. Personification 4. Expedition 5. Filling-in 6. Returning 7. Reporting Respondents QD KSH-ELEKTRA - overall architecture 2. Registration HCSO system modules: -TÉBA -META -ADÉL -GÉSA -ELLA

8 ASP login link to government portal enter free toll number + e-mail registration business register no. user ID password

9 ASP – overview and list of tasks (1) open for reading open mark as unreadto be archived no data to be reported Password change and log-off

filters new started containing error sent archived total list of questionnaires in the category view reporting period deadline ASP – overview and list of tasks (2) open questionnaires calendarmail box desk calendar, schedules

11 ASP – opening and editing forms close help manual

12 ASP – opening and editing forms browse among pages

13 ASP – filling-in the questionnaires (1) Components

14 ASP – filling-in the questionnaires (2) adding rows (deleting) repeating chapters (deleting)

15 ASP – export/import export in pdf for printing (and saving as file) export/import

16 ASP – validating (1) validation rules

17 ASP –validating (2) errors (incl. validation rules)

18 ASP – saving, sending sending approve electronic signing receipt unlock close Saving only form without errors can be sent „sending” runs automatically „close” and „approve”

19 ASP – receipt

20 ASP – opening more than one form

21 ASP – form with errors (1) view the list of errors Further validation takes place in HCSO, the „result” is returned to respondent.

22 ASP – form with errors (2) list of errors received from HCSO

23 ASP – calendar

24 ASP – desk calendar, schedule

25 Activity management unit (TIR-client) Central module for management, operative and monitoring functions Access for statistical staff Registers the respondents Personalization (name/address and/or data) of questionnaires Data exchange with other HCSO modules (META, GÉSA, ADÉL, etc.) log-in

26 Activity management unit (TIR-client) QDQD users questionnaires respondents data providing obligations reportingdiary

27 TIR – first step: use of filters filters

28 TIR – first step: use of filters - result Choosing info sorting

29 TIR – first step: use of filters - result

30 TIR – browsing in tables

31 Uploaded:successfully uploaded into ADEL Modified:successfully uploaded into ADEL and previous version is overwritten Archived:already corrected, automatic upload of new version is not possible Negative: no data on the form, although form was sent as filled-in with data TIR – checking the status of the questionnaire Status in ADEL

32 TIR – diary

33 TIR – reporting choosing parameters list of report-types

Questionnaire designer unique appearance of questionnaires pixel accuracy design easy to work with (mouse-ready, drag&drop, cut/copy/paste, repeating panels etc.) working on more forms at the same time (copying, inserting etc.) built-in controls and calculations (Java script) built-in consistency checks testing within the QD module possibility of cell-linked manual

Consistency check Planning area Palette with components, panels and elements Questionnaire designer

36 by end of September 2012, KSH-XML has stopped data (questionnaires) were migrated into the new system – 32 questionnaires having deadlines still in 2012 in new format – 48 questionnaires having closed processing in pdf format – automatic registration of KSH-XML users in KSH-ELEKTRA operative test has started on 2 October 2012 1 January 2013 – wide spread use of Switch from KSH-XML to KSH-ELEKTRA
