4 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP PROJECTED RE-USES Recreation & RV Park – City-owned Enterprise Project Canning Factory Site – Senior Housing / Assisted Living

5 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP ISSUE OF CONCERN -RADIATION Strip Mining concentrates radioactive material at levels higher than natural background Remaining soil and water may contain elevated levels and need to be remediated GOAL – Ensure property is safe for reuse

6 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP APPROACH TAKEN Enlisted Florida Department of Health – Bureau of Radiation Control (FDOH) FDOH tests all mined lands – Before and after mining – Historic data for over 20 years (background levels ) HBRP using public health monitoring funds to conduct radiological testing

7 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP Site Eligibility Determination Form goes to EPA Superfund and RCRA enforcement FDOH screens HBRP sites for radiation levels as part of Phase I ESA FDOH performs preliminary surficial screening for gamma radiation with a Geiger Counter Results reported in Phase I ESA and to EPA PROCESS - PHASE I ESA

8 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP Results of Preliminary Surficial Radiation Survey used to develop Phase II ESA scope Grantee, Consultants & FDOH collaborate to develop Phase II scope for soil and groundwater testing and radon screening Soils – (FDOH Collects/Analyses) Radium 226 & Radium 228 Ground Water (FDOH Analyses) Gross Alpha, Radium 226 & Radium 228 Indoor Sampling – Radon Gas FDOH Soil Sample Collection PROCESS - PHASE I ESA

9 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP FDOH, Grantee & Consultant collaborate on Radiological Findings & include Data and recommendations in Phase II Recommendations include: -No m itigation if sites do not exceed background levels -Mitigate by bringing in three feet of topsoil from an outside source PROCESS - PHASE I ESA

11 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP Medically underserved community Nearest hospital or clinic 10-12 miles away Numerous abandoned petroleum sites & mined lands in the city Funding for assessment remediation and redevelopment HEALTH CARE PROJECT: MULBERRY SEEKS HEALTHCARE SOLUTIONS ON BROWNFIELDS SITE- Challenges

12 HEARTLAND BROWNFIELDS REVITALIZATION PARTNERSHIP SOLUTION AND PROGRESS GOAL: Develop Community-based healthcare clinic for an underserved community – Assessed two Brownfield sites for clinic – Partnered with Central Florida Health Care and received HRSA grant to plan a comprehensive health care clinic on Brownfield – Established local planning committee to develop and seek funding for comprehensive health care clinic
