3 GOAL 1: Increase the percentage of students with Emotional Disturbance to be at 0.55% (75% of the 0.74% of the national average as indicated in the Twenty-third Annual Report to Congress) by 2009- 10. Target Met

4 GOAL 2: Increase the percentage of students with Other Health Impairments to be at 0.30% (75% of the 0.40% of the national average as indicted in the Twenty-Third Annual Report to Congress) by 2009- 2010. Target Met

5 GOAL 3: Ensure that districts have a differential of 1.15 or less in the proportion of Black students from the proportion of Other race students identified with educable mental retardation by 2009-2010. Target Not Met

6 GOAL 4: Ensure that districts have a differential of 1.85 or less in the proportion of Black students from the proportion of Other race students identified as specific learning disabilities (by 2009-2010). Target Not Met
