2. General Research and Education context of "The task 5 - Capacity Building for research and education on Clean Development Mechanism (CDM)" - CDM: A fresh concept faced by the Vietnamese society, the government at various levels and economic development management establishments. - CDM: An approach to a large - scale research scope comprising many areas of socio-economic development, people's material and moral welfare. - Task 5: The capacity building for research and education on the Clean Development Mechanism (CDM) is not yet institutionalized on a legal basis with the role of an official compelling part of the project and national programs for research and education.

3. Working items for implementation of the task 5 during the year 2003 - Setting the planning outline and estimating operational budget related to the contents of working items to implement the Task 5 and submitting them to the Project Directorate. - Estimate network of contributors (organizations or individuals) to participate in the operational activities serving the project and submitting the list of contributors to the Project Directorate.

4. Working items for implementation of the task 5 during the year 2003 - Establishing a plan of surveys, collections and validation of the data and documents relating to the main contents of the project, namely : - Text book on CDM - Registration of the potential CDM resources - Recommendations on orientations and policies on institutionalization of the CDM

5. Registration of potential CDM sources in energy sector The potential CDM sources of energy sector are registered for following energy production stages : Exploitation Production Conversion Transport End – Use And for following energy sub - sectors : Coal Oil - Gas Electricity

6. Anticipating the working items to implement the task 5 In the second half of year 2003 and two years 2004, 2005 Implement the basic surveys and studies related to three following main working items : - Compile the textbook on CDM - Prepare the registration on potential CDM sources - Recommend the orientations and policies on institutionalizing the CDM

7. Intergrate the "task 5 : Capacity building for research and education on CDM" into the environmental education in Vietnam View Point : The capacity building for research and education on CDM should be considered as a specific part of the environmental education program. Intergrated the CDM into three following areas : Official education program Popular environmental propaganda and broadcasting program Institutionalization and legislation program at national, regional and sectoral level (rules and regulations, institutions, law) Measures : Compile the CDM - specified textbook Distribute the leaflets and organize the broadcasting programs orientated to CDM Supplement the Environmental Law with a specific part related to CDM Compile a typical CDM - orientated study named by “Registration of Potential CDM Sources of Energy Sector".

Some features on greenhouse gas inventory (for research on global warming and climate change in Viet Nam)  Obligations of developing countries signing the UNFCCC, including Viet Nam  Presenting the UNFCCC - related documentation  Presenting the CDM - related data base of energy sector  Rationale to select the energy sector as a typical sector of great CDM potential  Some features on results of surveying and valuing the environmental pollutions caused by energy sector  Clean coal technology in CDM  Orientations, strategies, policies and measures to implement the CDM in energy sector.
