The decision makers at the Congress of Vienna tried to stop the growing feeling that people are entitled to equality under the law. They did this by trying to return to attitudes that were dominant before the French Revolution. Europe, however, would never be the same. Once people are provided with a taste of equality its nearly impossible to take it away
