Conclusion The Congress of Vienna was clearly a victory for the Conservatives as monarchies were reinstalled in Europe. France came back to the status quo, having a monarchy who has centralized power. This angered the liberals as they wanted a more liberal monarchy Nationalism began to spread in Italy, Germany, Greece, and to other areas that the Congress had put under foreign control. Eventually, the nationalistic feelings would explode into revolutions. In 1848 for example, a series of revolutions exploded in Europe, series of republican revolts against European monarchies began in Sicily, and spread to France, Germany, Italy, and the Austrian Empire. They all ended in failure and repression, and were followed by widespread disillusionment among liberals. This again was clearly a victory for the Conservatives.
