A movement with more than 30 years of story covering 2/3 of rural Pakistan 11 organisations organised under the supervision of an umbrella body Investments in research A well defined nd tested approach to community mobilisation working on federation of communities into integrated networks, moblizing internal resources, seeking internal synergies, proposing themselves to Local Authorities as authoritative counterparts (VOs, Cos, LSOs).

CDLD Policy: Goal and Objectives Goal: To achieve a sustainable improvement in the coverage and quality of front-line public service delivery through the active involvement of local communities. Obj 1: Put in place a fiscal and regulatory framework for CDLD where local communities are in charge of executing local development/service delivery initiatives Obj 2: Build the capacity of the relevant public sector entities and functionaries at the district level to operationalise CDLD Obj 3: Provide an enabling environment for CBOs to access public funds earmarked for CDLD initiatives

CDLD Policy: key features Fiscal decentralisation at district level of resources for community driven local development initiatives Resources made available to communities through call for proposals. Communitie identify needs and participate to CfP on a competitive basis. Transparent technocratic process of allocation of resoruces and selection of projects Clear definition of criteria for Community Organisations to be considered eligible (Inclusiveness, community mobilisation training, bank account, book keeping…) Development of District Development Strategies through participative approach (to improve allocative efficiency and mobilise local resources) Capacity development of LA and communities Third Party audit and verification
