5 I n t e g r i t y - S e r v i c e - E x c e l l e n c e BAA Approach Phase I Proposal Requirements Electronic online form is comprised of eight (8) sections for a 2 page white papers: Section fields 1-4 include short answer information on: Organization, key personnel, teaming member(s), title, price ($), POP Category dropdown menus on: Program, area of need addressed, matrix addressed, subject area addressed, & type of contaminant addressed Section fields 5-8 includes more in- depth technical writing to enable reviewers to understand the nature and probability of successful application 5

6 I n t e g r i t y - S e r v i c e - E x c e l l e n c e 6 BAA Approach Phase I Evaluation Criteria Technical 1. Is there a level of innovation of the proposed technology/methodology or process? 2. Is the offeror capable of performing the proposed work? 3. Is there scientific and technical merit within the proposal? 4. Is there potential cost effectiveness of the resulting technology/methodology or process proposed? 5. Is the potential breadth of application to solve Air Force- wide problems and address Air Force needs? BAA Phase I EVALUATION RATINGDESCRIPTION Category I Proposal is well conceived, scientifically, and technically sound, pertinent to the program goals and objectives, and offered by a responsible contractor with the competent scientific and technical staff and supporting resources needed to ensure satisfactory program results. Proposals in Category I are recommended for acceptance for Phase II proposal. Category II Proposal is scientifically or technically sound, requiring further development and is recommended for acceptance, but at a lower priority than Category I. Category III Proposal is technically sound, but price perceived to be unreasonable for efforts or does not meet AF needs. Category IV Proposal is not technically sound or does not meet AF needs. Price 6. Is the price of the demonstration and validation or process reasonable?

7 I n t e g r i t y - S e r v i c e - E x c e l l e n c e BAA Approach Phase II 7 Phase II - Compiling Reviews Phase II - Evaluating Compiled Reviews Category evaluations and comments (14 days) AFCEE/ER, AFCEE/TD, & SMEs to select final proposals for awarding (7 days) 3 - 4 months Phase II - Proposal Review 3 technical reviewers from AFCEE/ER, AFCEE/TD, SMEs, Bases Noblis, and/or BAH (30 days/~20 proposals) Phase II - Selection Contracting starts negotiation with selected proposals and submits non- selection letters (14 days) Contracting and BAA project manager work on C contract packages for award (30 - 50 days/~8-10 awards) Awarding Proposals

FACTOR 2 is more important than FACTOR 3. Within FACTOR 2, Sub-Factors 1 - 5 are of equal importance 9

10 I n t e g r i t y - S e r v i c e - E x c e l l e n c e BAA Approach Phase II Evaluation Criteria 10 Factor 2 - Technical Aspect (Adjectival Rating) RATINGDESCRIPTION CATEGORY I Proposal is well conceived, scientifically and technically sound, pertinent to the program goals and objectives, and offered by a responsible contractor with the competent scientific and technical staff and supporting resources needed to ensure satisfactory program results. Proposals in Category I are recommended for acceptance (subject to availability of funds) and normally are displaced only by other Category I proposals. CATEGORY II Proposal is scientifically or technically sound, requiring further development and is recommended for acceptance, but at a lower priority than Category I. Category III Proposal is technically sound, but price perceived to be unreasonable for efforts or does not meet AF needs. Category IVProposal is not technically sound or does not meet AF needs.
