2 Scrap Tire Management Programs in Canada 5 Successful Programs Managed by Third-Party, Not-for-Profit Multi-Stakeholder Boards: –Alberta, Saskatchewan, Manitoba, New Brunswick, Nova Scotia 2 Successful Programs Managed by Government: –British Columbia, Quebec –In both cases, the Agency behaves very much like the 3 rd Party Multi-Stakeholder Boards 3 Marginal Programs Managed by Government –Newfoundland & Labrador, PEI, Yukon –Difficulty is small markets for annual volumes < 1 MM 1 Program in Development – Ontario

3 Common Elements Retail-based fee supports the scrap tire collection and processing infrastructure –Fee is collected from Consumer by the Retailer –Retailer sends the dedicated Fee to the Tire Board Tire Board subsidizes tire pickup, transportation and processing Tire Board also funds stockpile abatement, limited R&D and consumer education

4 What’s Happening in Ontario? 2002 – Waste Diversion Act introduced The Act created Waste Diversion Ontario (WDO) –not-for-profit, arms-length entity to take responsibility for future designated waste products –WDO to create Industry Funding Organizations (IFOs) to develop diversion plan for designated materials March 2003 – scrap tires designated material under Act Ontario Tire Stewardship (OTS) is the IFO for tires –OTS Board consists of tire industry and retail representatives –Funding mechanism still undecided –Tire industry advocating for fee to be paid at retail
