SUN ‘N’ SAND- MANGOCHI Nguluwe 9/10/2013
3
Players in transportation of tobacco ◦ Transporters ◦ Grower Associations ◦ Merchants ◦ Growers themselves ◦ Regulator Transport modes ◦ Road ◦ Rail
4
Use own vehicle Hire ◦ Through transport association ◦ Grower association ◦ Private vehicle owners
5
Govt through TCC sets transport rates Set operational standards ◦ Roadworthiness of vehicles ◦ Authorises delivery & offloading letters (own tobacco own transport)
6
IPS Mostly between grower associations and merchants Association contracts transporters on behalf of growers and merchants ◦ adverts are posted either through print media or radio stations ◦ Screening mechanisms are set to secure trusted transporters TCC transport rates used
7
Successes Improved transport availability for IPS tobacco Improved turn over period Improved trucking and policing of transporters Improved recovery of transport charges from AHL
8
Challenges TCC rates are not fully complied especially non IPS tobacco Uneven distribution of transport services ◦ Transporters preferred some areas than others due to inconsistent rates with distance ◦ Some distances missed out on the rates Fluctuating Fuel costs negatively affect the growers Shunting costs prevalent because are not covered by the transport rates Non availability of transport services in some areas especially on non IPS tobacco.
9
Challenges Missing of tobacco bales on trucks Wet tobacco while on trucks Delays in delivery and offloading affect next rounds of transport Registration number appearing to be on contract with more than one buyer) and invalid registration numbers. ◦ When found the tobacco is returned
10
CCost arising from damaged bales while on trucks the cost is born by the transporter (for IPS crop). IIn case of missing bales in transit to the auction floors while in the hands of a transporter the cost is also born by the transporter (after conclusive investigations)
11
We request continued sound working relationship among the tobacco industry stakeholders in transportation of tobacco Penalties on missing bales or wet tobacco Credible data that removes mix up of registration number among merchants TCC to monitor/police implementation and adherence of transport rates by transporters TCC to review distances on transport rates
