Background Delegates begin work on May 25 th 1787 55 delegates from 12 states Rhode Island did not attend 35 lawyers Some were governors, wrote state constitutions, signed the Declaration of Independence, etc.

The Formation of Congress The Virginia Plan Bicameral legislature Proportional Representation Strong national government divided into three parts Congress could veto any state laws Creation of national judiciary appointed by legislature The New Jersey Plan Looked to refine the ideas of the Articles of Confederation Believed in equal representation Called for unicameral legislature Each state would have one vote

Great Compromise (Conn. Compromise) Congress would be a bicameral legislature House of Representatives would be elected on the basis of proportional representation All revenue and tax bills would have to originate in the House Senate would be elected on the basis of equal representation State legislatures would elect senators because the general population lacked the education to make the right choices.
