3 Ratifying: Approve Delegates at the Convention decided that only 9 out of the 13 states needed to ratify (approve) the Constitution. If approved, it would replace the Articles of Confederation.

4 Federalists  Favored ratification of the Constitution.  Favored a powerful federal government.  Argued a Bill of Rights was not necessary, the federal power was limited.  The separation of powers protected the rights of the people.

5 Anti-Federalists  Against ratifying the Constitution.  Wanted a weak national government.  States should keep more power  Wanted a Bill of Rights to protect the “little people”.

6 Results In June 1788, new Hampshire becomes the 9 th state to ratify the Constitution. Virginia (the largest state) and New York still had NOT approved.

7 Here are the results!

8 A national Bill of Rights was promised to be added to the Constitution; Virginia and New York both agree to ratify the Constitution. The Constitution now replaced the Articles of Confederation.
