COORDINACION DEL PROGRAMA DE CAMBIO CLIMATICO What climate finance is out there? What is the scale of finance that has been pledged internationally? Under UNFCCC Special Climate Change Fund (SCCF). -The total amount pledged to date is the equivalent of USD 253.5 million Least Developed Countries Fund (LDCF) -LDCF resources now amount to more than $400 million in grants Copenhagen Accord -to mobilize between U.S. $ 30 for the period 2010 to 2012 and to $ 100 billion annually by 2020. Adaptation Fund (AF), Kyoto Protocol -The Fund is financed with 2% of the Certified Emission Reduction (CERs) issued for projects of the Clean Development Mechanism (CDM) and other sources of funding Funding to climate change activities is also available through bilateral, regional and multilateral channels. -African Development Bank (AfDB), WB, Finland, Germany, Norway, Japan, United Kingdom, United States of America

Each fund includes guidelines that define criteria used to determine which programs and activities receive funds Mexico has accessed to resources through partnerships and collaboration with Implementing Agencies of the Global Environment Facility: WB, UNDP, UNEP; and bilateral cooperation.

COORDINACION DEL PROGRAMA DE CAMBIO CLIMATICO What has facilitated accessing this finance? -Having financial and administrative transparent management processes in the Secretary of Finance (SHCP) and standard bidding documents agreed with the WB and IDB about procurement of goods -The raising in awareness and technical capacity building at the national and subnational levels to develop strategic projects proposal -Establishment of a National Evaluation Committee with state ministries with the objective of according a national portfolio of projects to be promoted to donors. -Alliances and collaboration with Implementing Agencies of the GEF: WB, UNDP, UNEP; and bilateral cooperation. -Leadership of Mexico in compliance with commitments under the UNFCCC -Demonstrate mainstreaming of project’s results in planning and policy, eg PECC, PEACC, strategy of low carbon growth and resilient to CC.

COORDINACION DEL PROGRAMA DE CAMBIO CLIMATICO What are some of the challenges in accessing this finance? -Strengthen capacity building in technical areas of the secretaries to develop project proposals -Achieving inter-secretarial coordination -Establishment of national priority themes and to define projects included in the portfolio -Maintaining national interests over those of the implementing agencies -Resources to include co-financing on the projects being promoted to donors
