Self-sufficient families and safe children in a responsible and caring community.

To coordinate services between CalWORKs and Child Welfare in Tehama County to help families achieve self- sufficiency and ensure child safety and well being.

We believe services must be strength based, family-centered and tailored to individual needs. We believe services must be accessible, comprehensive and delivered in the least intrusive way possible. We believe services must be coordinated across systems in a smooth and seamless practice. We believe services must protect the rights of families, must be culturally sensitive and are delivered in a respectful and caring manner. We believe that parents want to be self-sufficient and to have a safe home for their children. Our job is to provide families with the tools, resources and opportunities to achieve these goals. We believe that families are on a journey, which includes awareness that there is a different and better way of life, a desire for this new way of life and a belief that this way of life is achievable. We believe that the door to services must remain open so families can flourish when they are ready.

Differential Response Family Stabilization Strength Based Wrap-Around

Percent of children with a substantiated recurrence of maltreatment after 3 months, 6 months, and/or 9 months. Percent of children not removed from home with substantiated recurrence of maltreatment after 3 months, 6 months, and/or 9 months. Percent of families that achieve reunification. Time to reunification. Percent of children who do not re-enter foster care. Of children living at home, percentage whose Child Welfare case closed because the family stabilized and services were no longer needed. Of children living in foster care, number of placements during the time their Linkages case was open, and within 6 and 12 months after their Linkages case closed.

Percent of parents who have CalWORKs sanctions resolved. Amount of monthly cash grant (without sanctions). Amount of parents’ monthly earnings and wages. Length of time parents receive cash aid. Percentage of customers that meet Welfare-to-Work federal participation requirements when their Linkages case opens, and 6 and 12 months after that date. Percentage of customers making progress toward meeting work rate requirements (education, vocational training, substance abuse treatment, domestic violence classes, etc.) at 6 and 12 months after their Linkages case opens. Of those who resolve sanctions after entering Linkages, percentage who have subsequent sanctions. Of customers not sanctioned at time of entry into Linkages, percentage who are sanctioned while in Linkages. Of families who exit CalWORKs/TANF, percentage who re-apply for CalWORKs/TANF aid.
