1 Creation of Teachers’ Standards in Montenegro Saša Milić, PhD University of Montenegro Pedagogical Center of Montenegro

2 Body in charge of adopting the NTQFs in Montenegro  National Committee for Teachers’ Standards: - appointed by Ministry of Education and Sport - created by the professionals from MoES, National Bureau of Education and representative from school;

3 Mandate of Commission for NTQF  Drafting of NTQF – it is in a process;  NTQF will be adopted and promoted by MoES;  It is planned to found National Agency for Teachers’ Standards;

4 The purpose of teacher standards be in Montenegro  Professional standards are statements of a teacher’s professional attributes, professional knowledge and understanding, and professional skills;  The framework of professional standards for teachers will form part of a wider framework of standards for the whole school workforce;

5 The purpose of teacher standards be in Montenegro  The standards clarify the professional characteristics that a teacher should be expected to maintain and to build on at their current career stage;  The standards will support teachers in identifying their professional development needs.

6 NTQF - legally binding or professional guidance? Both purposes;  The standards provide the framework for a teacher’s career and clarify what progression looks like.  It is planned they to become legally binding;

7 Relation of NTQF to other relevant frameworks  Rulebook of Teachers’ Licensing – adopted 2011;  Rulebook of teachers’ career stages – adopted 2008;
