6 6 Personal Localized Alerting Network (PLAN) Federal Communications Commission Public Safety and Homeland Security Bureau FCC Chairman Julius Genachowski, New York Mayor Michael Bloomberg, FEMA Administrator W. Craig Fugate, and top executives from the major wireless carriers, announced the rollout of PLAN at Ground Zero in NYC by December 2011.
