State of California Department of Alcohol and Drug Programs COSSR Core Team Re-organized recommendations and objectives to: –Identify high-level goals –Develop guiding principles applicable to COSSR goals –Create a plan that reflects the system of services we are creating Incorporated DUI and problem gambling as objectives under prevention, treatment, and recovery –Identify status of recommendations and objectives –Identify all necessary tasks and objectives to prioritize and track progress –Allow for incorporation of additional actions and new information

State of California Department of Alcohol and Drug Programs EnCAL Contract with UCLA Evaluation Services to Enhance the Data Management System in California (EnCAL) 1.Evaluating CalOMS-Tx with respect to treatment outcomes and service improvement, performance measurement, and to identify data supportive and descriptive of a continuum of care 2.Increase capacity of stakeholders to apply data in treatment service quality improvement

State of California Department of Alcohol and Drug Programs Goal 2 Develop and implement a secure and stable information technology infrastructure. –Activities at the local level that inform accomplishing this goal include CalOMS-Tx data evaluation. –Nine pilot counties are involved in CalOMS-Tx evaluation/audit activities –UCLA performing evaluation of CalOMS-Tx for application to COSSR

State of California Department of Alcohol and Drug Programs Goal 3 Continue development of specialized substance use disorder (SUD) counselors, clinicians and administrators for employment in the State of California. –No relevant county pilot projects

State of California Department of Alcohol and Drug Programs Goal 4 Develop, implement and revise as necessary treatment standards that are based on effective programs. –The work of the pilot counties, as well as other tasks/activities will inform development of treatment standards and ongoing revisions and additions

State of California Department of Alcohol and Drug Programs Goal 5 Assist counties to implement the strategic prevention framework process for local planning and prevention operations: –Effective July 1, 2007 counties entered SPF-based prevention plans into CalOMS Pv, showing problem statements, goals and objectives –On-going TA through the Community Prevention Initiative (CPI) –Each county has an assigned ADP Pv analyst to consult with on CalOMS Pv data relationship with - Pv plan, TA, NNA Pv budgeted strategies, final cost reports –Currently there are not any pilot projects focused on primary prevention

State of California Department of Alcohol and Drug Programs Goal 6 Strengthen the capacity and ability of counties and local communities to reverse the harmful effects of substance use and problem gambling by developing and implementing effective treatment strategies. –Relevant pilot counties: Riverside Marin Alameda Ventura Fresno Solano San Mateo
